Omb assessment activities

OMB Assessment Activities

  • Purpose

    • OMB has issued the final version of its EA Assessment Framework v2.0 to serve as the criteria by which DOI will be graded on its enterprise architecture completeness, use, and results

    • The DOI Enterprise Transition Plan (ETP) deliverable is intended to demonstrate progress and associated results (e.g., improved mission performance, reduction in redundant systems) in migrating from our As-Is to the Target architecture

  • Status: BLM EA team will be participating with the DOI EA through review of draft ETP and delivery of relevant EA documents starting the end of January with a final delivery of February 28, 2006

  • Future Work: BEA team expects to participate with the DOI EA team on a yearly basis to update the ETP deliverable to the OMB

    • Purpose: the latest BEA method to communicate current architecture focuses/activities

    • Status: recent topics are Architecture Services, EGIS, NWFEA, Oracle, BPR, ES&R and MPN Blueprint

  • High level presentations

    • Purpose: a communication tool used with upper BLM / DOI management and other BLM organizations defining BEA services, benefits, and activities

    • Status: recent presentations given were the BLM Director’s Briefing in summer 2005; IT Summit conference presentations on Technology and MPN Blueprint; several Governance briefings given to Bill Corrington and Ronnie Levine; BEA services presentation specialized for Resource Monitoring objectives

  • Website: http://www.blm.gov/ba/ and http://web.blm.gov/bea/

    • Purpose: a communication tool to keep managers and organizations informed of current activities and a place to obtain working information on a specific task (i.e., TRB, BPR, DEAR Validation, blueprint efforts)

    • Status: new internal MPN Blueprint website created in coordination with DOI OEPC organization; specific website links are placed within architecture emails to draw recipients to specific web pages; complete daily and weekly maintenance on pages; maintain web trends

  • Brochures and Information Sheets

    • Purpose: to provide BEA services and benefits handouts for take-away when team members travel

    • Status: Recent handouts include the BEA brochure, CMR brochure, Information Sheets created on Business, Data, Applications, Technology, and GIS

    • Manage paper and electronic records through disposition according to NARA, DOI and BLM requirements

  • Status

    • Manage records for Bureau Enterprise Architecture (BEA), Project Management Office (PMO) and Indian Trust Program Manager

    • Manage Records Room with more than 1,264 folders or binders and more than an estimated 32,500 documents

  • Future work

    • Break 5,374 BEA records into appropriate versions for disposition

    • Develop and implement processes for Corporate Metadata Repository (CMR) and Plan of Actions and Milestones (POAM) records

    • Implement and maintain PMO electronic records management process

  • Planning Protest Response

    • Purpose: Reduce planning protest response time

    • Status: Presented 10 high-level recommendations to WO-210 and State Planners (Fall Resource Management Planning meeting); WO-210 implementing highest priority recommendations

  • National Monitoring Strategy

    • Purpose: Enhance the efficiency and effectiveness of BLM’s assessment, inventory and monitoring efforts; establish and use limited number of indicators; standardize data collection and reporting

    • Status and Future Work: Presented BPR briefing to Steve Tryon, the National Monitoring strategy Program Manager, on 10 Jan 06. Made tentative plans to do a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and follow-up BPR briefing to his work group in Washington DC in February. Plan to use BPR techniques to enhance the effectiveness of the monitoring pilot projects that are being launched in FY06.

  • Human Resources Lines of Business

    • Purpose: Ensure the most efficient and effective processes are implemented in the conversion of the employee Official Personnel folder, which will introduce records that are accessible from electronic forms (eForms); the project will also promote a comprehensive electronic personnel data repository covering the entire life cycle of the Federal employee

    • Status and Future Work: Met with HR SMEs in September 05 for strategy session; plan to hold initial BPR workshop in February 06, pending final project approval from the WO-700 AD, Marliyn Johnson; future work for FY06 includes As-Is baseline workshops, and To-Be workshops that will be attended by various HR SMEs

    • Purpose: Reduce the time and enhance efficiency of WO Group personnel's involvement in the budget process

    • Status and Future Work: Trying to set a date for a kickoff meeting in late January to set the scope and timeframe for the project

  • National Wildland Fire Enterprise Architecture (NWFEA)

    • Purpose: To create and implement the National Wildland Fire Enterprise Architecture (NWFEA) and supporting program for the national interagency wildland fire community

    • Planned for 2006: Provide support in metadata requirements for NWFEA data

  • DOI Enterprise Data Architecture Support for BLM

    • Purpose: To support the BLM in its work with the DOI DRM

    • Status: Completed initial mappings of Recreation and Law Enforcement systems to DOI DRM subject areas and entities

    • Future Work: Await release for Windows Platform - Forward results to CM and Security for review

  • NWFEA

    • Purpose:To develop a national wildland fire enterprise architecture program including (methodology, repository, as-is structure)

    • Status and Future Work:

      • NWFEA project is continuing with use of the National Wildland Fire Enterprise Architecture Organizational CONOPS, delivered in December, ’05.

      • Current / continued activities include:

        • a multi-agency review of current Capital Planning, Acquisition, C&A policies and procedures for the DOI, Forest Service

        • Development of the NWFEA Communications Standards and Plans

        • Development of a Wildland Fire Specific Methodology for Business Transformation Plan

      • The concept is the development of a "single point of contact " for Program / Project Managers regarding change requests needed for various BLM funded initiatives

      • A key goal of this activity is to streamline the various "points of entry" and develop a cohesive governance structure / policy to address the needs of BLM community

  • ES&R

    • Purpose: To standardize the system of data collection, to share the data in a consistent and usable format and to provide the ability to share data and plans across BLM district offices.

    • Status and Future Work:

      • Continue to support testing of the ES&R Pilot system at various sites in NV, UT, AK and AZ

      • Enhance the ES&R Pilot system using the input from lessons learned by this year’s testing

      • Support an introduction to the ES&R Pilot system at the Seed Processing Workshop

      • Re-host the Pilot system to the Linux/Apache and Oracle Servers

      • Evaluate adding Geospatial capabilities into the ES&R Pilot as ArcIMS is added to the Linux/Apache servers

      • Evaluate the extraction of inventory data from the Pacifica system used by the National Seed Warehouse in Boise
