Central Child Welfare Board Based on Chapter Four of the Children's Act, 1992  Provision of the Central Child Welfare Board (CCWB) and District Child Welfare Boards (DCWB) Consist of 21 members (social workers, women social workers, medical practitioners, child psychologists from the both the government and the civil society) The board work subject to the policy and directives of Government of Nepal

Goal of CCWB "CCWB is charged with responsibility for the full realization of the rights of the children of Nepal by ensuring and enabling the State and civil society of Nepal to meet its obligations towards children to promote and protect their Rights progressively as per the CRC standard” Specific Objectives Incorporation of child rights issues into the mainstream development programs To take the lead role to influence and ensure that the programming of the To ensure the formulation of Annual Plan Of Action (POA) and five Years plan on the Rights of Children and Child Development To ensure that the national policies and legal provisions are reviewed and formulated To establish National Resource Center on child rights and Data Bank on children To enhance and strengthen CCWB and DCWBs To promote Children's Participation and Citizenship Rights and child friendly dev programs To influence and ensure that the National Plan of actions (NPoAs) achieves the declared goals of the promotion and protection of the rights of children in crisis To mobilize and explore the available and potential resources at all levels To bring together and form a Network of the organizations working for children To promote/ensure Child Rights Based Approach in all programming for children

Concerns Issues • Be a national level focal point on the children's issues • Develop Child Rights Monitoring Mechanism • Develop National level Resource Centre on children • Advocate Children's issues in all the levels • Coordination between concerned line agencies, civil society, international communities and others • Strengthen and mobilize the DCWB • Promotion of child rights • Create consciousness to formulate national policies and priorities concerning children • Mainstream the children's issues in all the dev. projects.

  6. Priority Areas • Focus on the “WHOLE CHILD” • For children aged 0-18 years • Mobilization of various I/NGOs and government agencies in program work

  7. Priority includes: • Education, Health and overall development of a child • Children's participation, citizenship rights and governance • Exploitation and Abuse (at home, schools, working place) • Child in crisis/ difficult circumstances • Marginalized, discriminated and deprived of basic rights • Enhancing Institutional capabilities of the child rights institutions • Poverty and children • Sensitizing the duty bearers at all levels • Empower children to claim their rights and utilize the opportunities to enjoy their rights • Influence the policy and legislation • Influence the attitude and mind sets of the duty bearers • Practical Action for children at the grass roots

  8. Programs • Strengthening CCWB and DCWBs • Child Protection and Development Program • Strengthening Juvenile Justice System • Child Care Home Survey Programme

  9. Plans • Children's Act amendment. • Developing National Child Protection Policy and Framework. Construction of a building for National Resource Center / CCWB's secretariat. • Expansion of Juvenile Justice Programme in more districts, more specifically, infrastructure development for juvenile courts, establishing child reform facilities, capacity building programme for judicial officers, social workers, psychologists and local NGOs. • Expansion of strengthening CCWB/DCWBs programme by appointing more officers at districts and making more resources available for children.
