USAF Alternative Fuel Goals Early 2011 Certification Goal Certify entire AF Fleet to use a 50/50 SynFuel blend 2016 Acquisition Goal Cost competitively acquire 50% of Air Force's domestic aviation fuel requirement via alternative fuel blends in which the alternative component is derived from domestic sources produced in a manner that is greener than fuels produced from conventional petroleum 400 million gallons of “Alternative” Fuel

FT-Blend Assessment Conclusions No materials compatibility issues determined Engine test performance & operability equivalent to JP-8 baseline No in-flight performance or operability differences noted by aircrews Noimpacts to toxicity or infrastructure Most USAF systems tested; all USAF systems certified ASTM specification approved authorizing FT-blend for all commercially certified systems – 1 Sep 09 JP-8 Specification (MIL-DTL-83133G) revised authorizing FT-blend for all USAF systems - 30 Apr 10 Program complete

HRJ-Blend Certification Status • Hydro-Processed Renewable Jet (HRJ) Blend • “Pathfinder” Strategy – Evaluate only fleet-wide representative, or most challenging systems • Certify remaining fleet by similarity • A-10, F-15, C-17, F-16, MQ-9, RQ-4, C-130 & F-22 demonstrated HRJ blend ops • No significant performance of functional differences noted relative to JP-8 • 90% of the fleet certified • Certification activities on-track for FY13 completion • Field Service Evaluation completed for the F-16 to evaluate longer term impacts of HRJ-blend use (~100Kgal of blend)

Alt Fuels CertificationATJ Strategy • Phase 1 – Approved Feasibility Demonstration • Validate ATJ as viable pathway; bridge “producibility” gap • Perform materials & sub-system evaluations • Dedicated engine test completed • A-10 aircraft flight test scheduled for Jun 2012 • Phase 2 – Follow up w/accelerated USAF certification • Decision to proceed depends on success of Phase 1 • Similar to HRJ effort • Dedicated “Pathfinders” & engine testing • Majority of fleet by similarity

Summary Gaining efficiencies through interaction with DoD, inter-agency, industry, academia, and allied efforts • JP-8/SPK (Fischer Tropsch) Certification Program • FT fuel blend performs just like JP-8 • MIL-DTL-83133G revision allows unrestricted usagefor USAF • “Drop-in” primary fuel for aircraft, engines, GSE, & infrastructure • Biomass-Derived Fuel (HRJ) Program • A-10, F-15, C-17, F-16, MQ-9, RQ-4, C-130 & F-22 successfully demonstrated operations • 90% of the fleet fully certified • HRJ fuel blend performs just like JP-8 • Alcohol-to-Jet (ATJ) Program- Feasibility Demo approved; FY11/12 effort underway • On Track to Meet USAF Synthetic Fuel Goals

  14. Contact Issue • Individual Producers Contacting Bases • Bases do not have authority to contract fuel purchases. DLA Energy is the Executive Agency for purchasing fuel for USAF use.
