Budget Assumptions • 6.2% increase provided for Bulk water; • 7.55% increase provided for Eskom Electricity Bulk purchases; • No external loans will be taken up to fund Capex; • Grants are budgeted in terms of DORA allocations; • Budget is informed by the IDP (needs were identified through a consultation process;

Budget assumptions (continued) Revenue and tariff increase assumptions: • The 2013/14 budget assume a Debtors recovery rate of 98%; • CPIX and affordability taken into account, but is cost reflective; • Electricity = 7.53% (with a free 50 kWh per month to indigent households, which is to be financed from the Equitable share); • Water = 7% (with a free 6 kilolitres per month to indigent households); • Refuse =15% • Rates = 4% (Based on new valuation roll: Although the rate only increase with 4%, the total rates revenue increase with ±8% due to the new valuation roll with increased valuations) • Sewerage = 8% • Sundry tariffs ( Rental of halls, building plan fees, etc.) = 6%
