Strategic Objectives • Improve access to appropriate health information by adolescents and young people • Improve access to and utilisation of health services by adolescents and young people • Enhance social, legal and cultural environment for the health of adolescents and young people • Improve community participation and ownership in adolescent and young people health programme implementation in order to increase awareness of self-care and the demand and utilisation of services. • Improve the management of adolescents and young people health programmes including resource mobilization.

Guiding Principles for Tools Development • To provide guidance on what to do in the area of adolescent and youth friendly health service provision, • To provide guidance on the delivery of quality adolescent and youth friendly health services using approved methods and tools to enhance service delivery at all levels in public/private health and related sectors, • To provide the basis for continuous quality improvement at all existing Service Delivery Points of adolescent and youth friendly health services, • To serve as the blueprint for aiding the process of setting and scaling up AYFHS in the country, • To develop supervisory and monitoring tools for AYFHS.

  6. Standard 1 • Adolescents and young people are able to obtain health information and counselling relevant to their needs, circumstances and stage of development when seeking healthcare at various levels of health service delivery

  7. Standard 2 • Health service providers and support staff have the required knowledge, skills and positive attitude to provide adolescent and youth friendly services effectively at all health service delivery points.

  8. Standard 3 • Health facilities provide the specified package of health services that are accessible and acceptable to adolescents and young people in an appropriate environment and in a friendly manner.

  9. Standard 4 • Health facilities promote partnership among adolescents and young people, health institutions and communities in the provision and utilization of AYFHS.

  10. Standard 5 • Health policies and management systems are in place at all levels to support the provision of AYFHS at all service delivery points.

Underlying Principles of AYFHS delivery standards • Adolescents have survival, protection, development and participation rights • Adolescents have different needs for health information, education and services including counseling • Adolescents have specific needs for boys and girls within and between the different levels of maturation • Youth participation is key to success in programming for young people. • Youth-friendly services are an integral part of health service delivery • Research is key in youth programming • Promoting the development of young people needs a multi-faceted approach • Sustainability in youth programming is key to success

Steps [1] • Revision of relevant documents including the Ghana Strategic Plan on Health and Development of Adolescents and Young People (2009 – 2015) • Development of draft of the AYFHS standards and actions to be taken at different levels of health service delivery for Ghana • Sending of draft standards for technical review by resource persons • Revision of the draft document by the national resource team

  13. Steps [2] • Identification of limited set of criteria for monitoring the standards. The selection of these criteria was based on: • the contribution of the criteria to the achievement of the standard • the relative simplicity of the criteria to implement as well as monitor • Development of a set of tools to monitor the implementation of these criteria at the health facility level and outlined how the implementation of the standards could be monitored • Field testing was done in selected public and private facilities in the three ecological zones

Minimum Criteria for AYFHS • Directional signs posts at the front gate and inside the facility indicating availability of AYFHS, location and the time schedule. • Availability of IEC/BCC materials on adolescent and young people health • Evidence of privacy( auditory & visual) and confidentiality • All health workers sensitized on adolescent issues

Minimum Criteria for AYFHS • All relevant community groups sensitized on adolescent health issues • Availability of updated health profile of the catchment area that includes adolescents and young people • Availability of disaggregated records by age and sex groups (Service statistics) • Availability of policy documents (National Population Policy (revised), National RH Services Policy and Standards, ARH Policy and National HIV/STIs Policy)

Minimum Criteria for AYFHS • Availability of trained and competent AYFHS provider • Evidence of a functioning adolescent health corner (at least IEC/BCC materials and availability of counseling services) • Availability of promotive, preventive, clinical and rehabilitative services for young people according to the minimum package • Youth involvement (e.g. peer education, youth clubs)

AYFHS Minimum package by service delivery points Guiding Principles • Adolescents and young people need promotive, preventive, curative and rehabilitative health services • Adolescents and young people are entitled to a full range of health services particularly reproductive health and STI/HIV and AIDS. • The package of health services has been designed based on the type of facility and available resources (human and material) and effective referral system. • The services delivered must be supported by behaviour change communication using the most effective channels and materials.
