  1. FORUM ON NEXT GENERATION STANDARDIZATION (Colombo, Sri Lanka, 7-10 April 2009) The Asia Pacific region development issues and case studies Clifford Wignell Dir NSA,

  2. Introduction • Why Standards? • NGN • What and Why • Asia Pacific • Why is it different

  3. Why Standards? • The humble bolt • First invented around 400 BC • Every one different • Standardization started around 18001 • In progress Still! • “The wonderful thing about standards is that there are so many of them to choose from”2 • Imagine a world where bolts were not standardised! • Henry Maudslay UK • Grace Hopper

  4. Why Standards? • ICT is much more complex than a bolt, • NGN Has more interfaces, • No vendor does it all, And • The PSTN, PLMN and Internet are: • a large number of networks Joined • Lots of companies interacting • Largest and most reliable machine MBM1 • MADE BY MAN

  5. Next Generation Networks • What is NGN? • Umbrella phrase for:- • A packet based service • To provide telecommunications services • First commercial instance in late 90’s • Seeks to optimize the operating networks • Single core/application layer regardless of access • Seeks to “Converge” fixed and mobile.

  6. Asia Pacific • Asia Pacific is not the United States • APAC is diverse, the complete market spectrum, sometimes all in the one country • APAC Carriers have challenges which are both global and unique to the region

  7. Challenge 1 Line growth vs old technology • In the US, on of the drivers is competition with say Cable operators • In APAC, only:- • 17% have access to a fixed line, • 30% to Mobile and • 13% to the Internet • The challenge is in part to close the ICT divide with out investing in obsolesce.

  8. Example 1 WIMAX RAN AAA SB/C Access WAC BS 802.16e interface • APAC carrier • Out of support switches • Facing regulatory changes NGN HSS TAS S-CSCF I-CSCF IP Network BGCF E-CSCF MGCF PSTN P-CSCF AGCF MGW AGW xDSL AGW POTS POTS

  9. Example 2 PSTN PSTN PSTN PSTN MGW MGW PSTN MGW MGW IP Network MGCF MGW MGCF IP Network IP Network PSTN PSTN MGCF MGCF MGW MGW • APAC Carrier • NGN based ILD and NLD • Network Expansion National sites Prepaid Svr International sites

  10. APAC ≠NAR • Requirements/problems not found in NAR • E1, V5.2, R2 (J1, STM0) • Payphone • Geography • Islands • Little Broadband • Little Copper • Lower ARPU

  11. The ITU and you • ITU-D The mission of the Telecommunication Development Sector (ITU-D) aims at achieving the Sector's objectives based on the right to communicate of all inhabitants of the planet through access to infrastructure and information and communication services. • Study Group 1 • Telecommunication development strategies and policies • National telecommunication policies and regulatory strategies which best enable countries to benefit from the impetus of telecommunications as an engine of economic, social and cultural development. • Finance and economics, including World Trade Organization (WTO) issues, tariff policies, case studies, application of accounting principles as developed by ITU-T Study Group 3, private-sector development and partnership • Study Group 2 • Development and management of telecommunication services and networks and ICT applications • Methods, techniques and approaches that are the most suitable and successful for service provision in planning, developing, implementing, operating, maintaining and sustaining telecommunication services which optimize their value to users. This work will include specific emphasis on telecommunication network security, mobile communication and communications for rural and remote areas, with particular focus and emphasis on applications supported by telecommunications. • The implementation and technical application of information and communication technology, using studies by the others Sectors, taking into account the special requirements of the developing countries. • http://www.itu.int/net/ITU-D/index.aspx

  12. The ITU and you

  13. Getting Involved • ITU is for all • Standards are difficult • A voice not heard is soon forgotten • Represent the region • Join & Contribute
