  2. Arkansas Act 690 of 1997 Regional Intermodal Facilities Act Allows two or more cities or counties to acquire, equip, construct, maintain and operate Regional Intermodal Freight Transportation Facilities.

  3. Arkansas Act 690 of 1997 KEY FEATURES: • Operate Foreign Trade Zones or Sub-Zones • Issue Revenue/Industrial Development Bonds • Establish Improvement Districts • Has Eminent Domain Capability • Levy Taxes/Collect Fees on Users • Is Exempt from State, County and City Taxes • Allows Members to Combine Funds for Projects

  4. Arkansas Act 690 of 1997 STEPS TO FORM AN AUTHORITY: • Ordinance to Participate by Each City or County • Agreement to Form Authority by Cities and Counties • Agreement Filed with Secretary of State • Board Appointments/Election of Officers • Adoption of By-Laws
