EMERGENCY SHELTER CLUSTERCluster context • Cluster role is to provide for enhanced operational effectiveness through robust, inclusive, and accountable mechanisms consisting of: • policy advice • strategic oversight • tactical coordination • information management • technical ‘best appropriate practice’ advice • advocacy & representation • application of standards • monitoring • Aim is to provide shelter security with safety and dignity for one Winter • 75 members • Separation of Operations and Coordination functions • Application of Sub-Cluster model • Cluster empowerment through inclusive decision-making (+GHDI) • FRC co-chair • Integrated communications strategy • Establishment of joint ‘strategic information cell’ (SIC)

EMERGENCY SHELTER CLUSTERAchievements - Process • Rapid Shelter Security Assessment provides empirical planning baseline • FRC cooperation • Winter Race & Winterization strategy • Winterization pipeline • Development and promotion of technical guidelines • Separation of Operations and Coordination functions in Islamabad and within Hubs • Application of Sub-Cluster model • Mansehra workshops • Cluster empowerment through inclusive decision-making (+GHDI) • Integrated communications strategy • Establishment of joint ‘strategic information cell’ (SIC) • Merging Camp Management & Emergency Shelter Clusters weekly • Development of transitional workplan with Early Recovery Cluster (capacity-building, awareness-raising, return)

EMERGENCY SHELTER CLUSTERAchievements - Product • 98,605 shelter kits delivered (= 730,000 beneficiaries) of which 64,529 delivered >5000ft (= 478,000 beneficiaries) = total coverage of 90% • 55,000 transitional shelters constructed (= 407,000 beneficiaries) • 610,000 tents delivered of which 283,806 (46%) by the humanitarian community (= 4.5 million beneficiaries) • 4.8 million blankets/quilts delivered of which 1.7 million by the humanitarian community • 451,000 plastic sheets/ tarpaulins delivered by the humanitarian community • 400,000 ‘dependent’ above 5000ft • 2.5 million in tents/emergency shelter below 5000ft • 1.7 million assumed to be living in 271,500 tents of which c.75% are ‘at risk’

EMERGENCY SHELTER CLUSTERProgrammes • Continue Winter Race above 5000ft through December and January as needs identified and conditions allow • Re-direct Winter Race to non-displaced vulnerable groups below 5000ft • Replace or winterize 271,500 non-winterized tents according to established technical guidelines by 31st January 2006 • Accelerate distribution of NFIs (170,000 plastic sheets / 200,000 tarps / 2.4 million blankets or 1.2 million quilts, and stoves) • Monitor distributions to date and conduct impact analysis (high altitude teams initially) • Accurately assess population movement and project trends • Implement re-location / de-congestion / consolidation policy (<50 spontaneous settlements) • Build capacities of local authorities for outreach (ToT)
