Context • Upcoming global discussions on FAnGR (FAO) • ITWG-AnGR – 12-13 Dec 2006 • CGRFA – Beginning of June 2007 • International Technical Conference (Interlaken) – 1-7 Sept 2007 [First report on SoW-AnGR] [Report on Strategic Priorities for Action] [Further development of Global Strategy for Management of FAnGR] [Preparation of International Technical Conference] • Regional strategy needed for ERFP and Europe to support conservation and sustainable use of FAnGR

Request ERFP Steering Committee Prepare a discussion paper for Antalya meeting: • To discuss regional priorities for actions for the European region and opportunities for international collaboration within Europe • To support development of individual countries’ and the EU/European region positions in the further FAO Intergovernmental process Building on outcomes of previous meetings and relevant documentation

Input: Previous meetings / relevant documentation • TAIEX/EC/ERFP workshop • Results from questionnaire to NCs • Analysis done by FAO for SoW report preparation • Global report on strategic priorities for action • Draft FAO commissioned study on exchange, use and conservation: policy and regulatory options

  5. Impressions from NC questionnaire (20 replies) • Many common policy priorities in Europe • Regional differences • Country reports in implementing stage • Country report preparation has been very useful, awareness raising process  Need for further action and collaboration

  6. Questionnaire: main bottlenecks reported • Poor integration of AnGR in livestock policies • Little awareness/understanding in society and among stakeholders • Lack of legal / institutional framework • Lack of cooperation between stakeholders • Limited financial resources, infrastructure, experts • Subsidies disfavor native breeds/small farms • Vulnerable marketing of specialties • No right solution to threats of animal diseases

  7. Questionnaire: Need for Europe collaboration? • Subregional/bilateral collaboration; different areas • Exchange of knowledge, experiences, ideas • Answer scientific and legal questions (i.e. breed definition) • Create up to date and useful European database • Research collaboration • Exchange opportunities for cons/use of FAnGR • Collaborate in further development of European (and global) policies and regulations

  8. Priority issues or main topics • Regional topics for Europe, which could be the basis for the ERFP strategy and action for the next 5-10 years EUROPE SPECIFIC • Topics supported by Europe, which need recognition and/or implementation on a global level GLOBAL DEBATE

EUROPE SPECIFIC • Capacity building • Sub regional and East-West collaboration • Monitoring and indicator development • Strategies to support in vivo conservation • Development/professionalization of in vitro conservation • Raise public and stakeholder awareness • Develop rescue/emergency plans (incl. cross-border) • Facilitating/funding mechanism on European scale • Development of EU regulation in favor of breed/AnGR conservation and use

  10. GLOBAL DEBATE (7 topics for discussion) • Raise awareness • Capacity building • Harmonisation of laws • Responsible exchange • Positions of farmers and equity • Refinement and better use of IP system • Global conservation facilitating (funding) mechanism
