How the Bologna Process works: 10 • BOLOGNA PROCESS INTER-GOVERNMENTAL – OWNED BY GOVERNMENTS • PROGRESS ACHIEVED THROUGH THE BOLOGNA FOLLOW-UP GROUP, WORKING GROUPS FOCUSED ON SPECIFIC TOPICS, NETWORKS AND SEMINARS • MINISTERS MEET EVERY TWO YEARS TO ASSESS PROGRESS AND AGREE NEXT STEPS • THE EUROPEAN COMMISSION HAS BECOME THE EFFECTIVE AGENCY FOR PROMOTING THE PROCESS ACROSS AND BETWEEN ALL SIGNATORY COUNTRIES AND ESPECIALLY IN THE EU
