  2. Legal basis for SoER www.sepa.gov.rs The Environmental Protection Law ("Official Gazette of the Republic of Serbia”, No. 135/04) Environmental State Report Article 76. The Government shall annually report to the National assembly on environmental state in the Republic. Contents of SoER www.sepa.gov.rs Contents of Environmental State Report Article 77 The report from Article 76 of this Law shall particularly contain data about: 1) State and changes in the environment; 2) Implementation of Strategy, National program and action plans; 3) Rehabilitation plans and other measures undertaken; 4) Financing the system of environment protection; 5) Priority obligations and measures in the area of environmental protection; 6) Other data which are relevant for management of natural values and environmental protection.   5. SoERs & publications www.sepa.gov.rs Since its foundation SEPA prepares annually SoE Report. Reports for 2003, 2004, 2005, 2006 and 2007. are available at the Web site of the Agency (Serbian language only).   6. SoER concept www.sepa.gov.rs The process of reporting is continually developing. Report on the state of the environment for the year 2006 and 2007 was createdapplying D-P-S-I-R model. Social and economical development produces apressure on theenvironment. As a result of this pressure the state of the environment changes, creating impact on human health and subsistence ofecosystems. Finally, the society has tomake a response to this instability through political and economicalmeasures, generating a feedbackon the social and economicalactivities and development. SoER, problems www.sepa.gov.rs • There is no automated system for data collection and delivery on the national level. • Lack of people & funds • Current state in data collection and delivery procedures will be improved: • after the issue of the environmental laws; • by the adaptation of EU regulations (defined by the National Program of EU Integration); • by IPA projects mainly targeted at the creation of EIONET like national network (1.6 mil € IPA 2008) as well as the establishment of the national SEIS component(2.4 mil € IPA 2009) Workshop on SEIS and SoER 2010, Zagreb, 4-6 March 2009.
