  2. TLMP Follow-on Studies • Presentation and discussion Oct. 23-25th in Ketchikan, Alaska • Results of 13 studies will be presented followed by a day of discussions about what the results mean. • Studies will be published in a special edition of an international journal

The FLT Committee’s Work • Dave Schmid, Gene De Gaynor, Jim Russell, Guy Robertson, Sandy Boyce • The 1998 RO information needs document consulted • Listened to the field • Consolidated what we heard • Short Term needs are those for next 1-3 years • Long Term needs are those 3-5+ years out • 1st Priority list shows both short and long term needs

  4. Decision for the Priority List • Discussion—Are these the right priorities? • Are adjustments to the list needed? • Finalize the list and agree on its use for FY05 BFES planning and distribution to PNW for their review.

  9. Dealing With The GAP • What to do for FY 2003 since time is so short? • Considerations: • 1) summer hiring begins in late November and early December for field work in 2003, • 2) study and financial plans need to be completed before research begins,

  12. Back to the Future! • The key to coordination is presence of a committee with a defined process that keeps the ball rolling • Without a committee, stress increases on those trying to get the work done • Without a process, the risk of unsatisfactory results increases

NFS Administrative Studies (FSM 1900—Planning) • Do not include Research Studies, monitoring, and routine inventories. • RF Coordinates with Station Director to avoid duplication of effort and share results • RF appoints members to a standing Regional Committee for Administrative Studies (RCAS)

  15. Admin Studies con’t • RCAS submits program plan each year for RF review and approval • RCAS includes a research member appointed by Station Director • Forest Supervisors prepare study proposals for review by RCAS, approve studies selected for the annual program plan by the RF.

  16. Administrative Studies • Studies limited to the extension of research study results and the application of existing knowledge for resolving local problems on NFS lands. Usually financed from the Protection and Management appropriation but also…from other specific appropriations (KV). Generally short term (less than 5 yrs), but there are no specific prohibitions against longer studies.

  18. Research Studies • Studies conducted to increase scientific knowledge or technology that are financed from the Forest Research budget. Research studies have no tenure limitation.

  19. Research Path • Station Strategic Plan • Programs Develop “Charter” outlining work • Problems are Identified in the Charter and problems are distributed to Teams • Teams write Problem Analysis to tackle individual Problems • Study Plans and Financial Plans are prepared

Intra-agency Agreement PNW/R10 • Jointly developed and funded studies to fill management information needs that require research involvement. • Ensure that both parties will benefit • Each ISA requires a work plan and financial plan • Proposals are jointly developed by at least one PNW scientist and one NFS employee

  22. Intra-agency Agreement • Establishes an oversight committee • 7 members total; 4 NFS & 3 PNW • DRF, Research Liaison, Tongass Sup, Chugach Sup • DSD, Alaska Issues Coordinator, Program Manager

  23. Committee Purpose • Evaluate Proposals • Recommend which are to be funded • Conduct annual reviews of funded work • If project changes are needed, will make the recommendation • Prepares documentation for SD and RF review

Committee Purpose • Oversee proposal and review processes for projects • Evaluates proposals and recommends for or against their inclusion on the annual list submitted for approval to Station Director and Regional Forester. • Conducts annual progress reviews and recommends any necessary changes to the project by March 1st—in time for funding adjustments

  25. The Region & Station Shall: • Designate appropriate staff to coordinate • Identify Information needs

  26. The Committee’s • RCAS: members are appointed by the RF from NFS and S&P. RF designates chairperson. SD appoints a member to the committee to provide advise • Intra-agency Agreement: 7 members, 4 from NFS and 3 from PNW • FLT Committee: District Ranger, 2 Natural Resource experts, a Regional socio/econ expert and a PNW liaison

R-10/PNW Collaboration • Summary: • The future consists of a portfolio of collaborative studies • Priorities are determined by the Forest with input from PNW • PNW evaluates Forest priorities for opportunities to collaborate • The process for proposal development, selection, and funding is agreed upon by both the Forest and Station • The FLT committee assists the Forest in facilitating the collaborative process

  29. ATC, 5 year re-measurement is not needed in 2003. • Hecata Commercial Thinning Project • Cooperative Stand Density Study (Farr Plots)—ongoing with 25 years of growth data. Hiring a post-Doc in January.
