Bond Forfeiture Program (BFP) The Bond Forfeiture Program (BFP) at the West Virginia Department of Environmental Protection (WVDEP) is tasked with both land and water reclamation on mining sites where the performance bond has been revoked. • Reasons for Revocation • Failure to meet mining/reclamation standards • Failure to meet final discharge limitations • Bankruptcy • Funded through • Revenues from per ton tax on each ton of coal mined • Forfeited reclamation bonds • Civil penalty collections West Virginia GIS Conference 2008
