Organisational Development Definition Organisational development (OD) is a planned effort to make an organisation more effective and sustainable by involving the people of the organisation in a change process which is based upon a strategic vision that evolves with society and focuses on the Mission of Scouting

Organisational Development Regional Scout Plan 2013-2016:Objectives • Improve structures & relevant processes to support effective delivery of Scouting • Continue to contribute to and benefit from Global Support by providing consultancy • Continue to innovate in how we make better use of our internal communications in NSOs/NSAs and across the Region • Ensure that better opportunities for leadership and management training are provided and improved, both for volunteers and professionals in Scouting • Shape an effective partnership with the WAGGGS Europe Region that contributes to the achievement of strategic results for both NSOs and the Region

Organisational Development Regional Scout Plan Objective1 Improve structures & relevant processes to support effective delivery of Scouting Action (AC) 1.1 Support NSOs/NSAs in getting priorities based on their needs AC 1.2 Support Strategic planning of NSOs/NSAs AC 1.3 Develop, deliver & evaluate org development workshops • Monitor situation in NSOs/NSAs re. Organisational Development • via Needs & Strengths - Global Assessment Tool • Provide guidance & support • Support for priority setting, Strategic planning, Strategy to Action • by responding to Global Support requests • Monitor impact of our work • Global Support effectiveness monitoring • OD workshops / information sessions • Utilise existing event & channels as appropriate

Organisational Development Regional Scout Plan Objective 4 Ensure that better opportunities for leadership and management training are provided and improved, both for volunteers and professionals in Scouting AC 4.1 Same as Objective • Ensure existing events deliver effective management training • Respond to specific Global Support requests which give rise to L&M training • Check with Educational Methods Core Group for overlap / synergy

Organisational Development Regional Scout Plan Objective 5 Shape an effective partnership with the WAGGGS Europe Region that contributes to the achievement of strategic results for both NSOs and the Region AC 5.1 Ensure better collaboration between WAGGS and WOSM at European level AC 5.2 Make use of opportunities as they arise to intensify collaboration on a range of topics • Support ESC by acting as a “sounding board” - April 2014

OD - ALL AC 1.1, 1.2 • Workshops / information sessions AC 1.3 • Global Assessment Tool - collecting & analysing AC 2.1 • Promote Global Support - via existing events & channels AC 2.2 • Global Support Effectiveness Monitoring AC 2.3 • Evaluate & share Global Support (Best Practise) AC 2.3 • Coordinate use of Global Support Tool (ESR) & Delivery AC 3.1 • Create, populate & manage Global Support Database AC 3.1 • Manage support pool AC 3.2 • Leadership & management training - Directly & via events AC 4.1 • Monitor our performance - KPIs & Support effectiveness

Organisational Development Working Methods • Meetings - for a purpose • Conference calls - regular • Regional events - as appropriate • Email and Alfresco as repository • Buddy System • Delivering on our commitments • Managing our work and asking for help • Letting others know when we will be away/unavailable • Holding on to a sense of fun

  15. Organisational Development Identifying needs • An NSO/NSA may (1) request support. A support request may be addressed to the regional office, to the Committee Contact or to members of the relevant Project Group / Core Group directly. • Secondly, (2) the Region can identify a support need on the basis of a questionnaire (today based on the Needs & Strengths Analysis, very soon on the GSAT) , arising problem situation, or analysis of the development needs, typically following a contact with the NSO/NSA.

  16. Organisational Development Multiple ways of support • Consultancy can be used to address: • Specific one-off needs (e.g. need for a particular visit or event support) • A long-term need (programmatic approach). This will require multiple contacts over time, working along a timeline • Multi-country situations.
