Context and Objectives • Context • Storm hit on May 16, morning • 3 districts got affected • Subsequent rainfall for two weeks • Successful evacuation took place • Govt. was prepared • JNA triggered on May 18 The key objectives of this assessment were to • Understand the current food security, agriculture and nutrition situation in the affected areas. • Quantify the number of people in need of external assistance for food security, agriculture and nutrition.

  3. JNA Phase 1 • Coordinated by HCTT Core Group • 27 organizations participated • Upazila (Sub-district) level data collection • Govt. Damaged data was collected from respective sub-districts • FSC collected, analysed and prepared the report related the Food Security.

JNA Phase 3 • Based on the JNA 1 finding, govt. decided to go for detailed sectoral assessment • WASH, Shelter, Early Recovery, Nutrition and Food Security Clusters have decided to conduct an assessment in a coordinated way • WASH-Shelter-ER-Nutrition clusters have done a separate assessment • FSC-Nutrition Cluster has done specific Food Security and Nutrition Assessment • For FS & N assessment, 19 organizations participated for 3-5 days of field data collection with 80 enumerators • Everyone got 1-day orientation before the assessment • NGOs took lead in data collection for specific areas • WFP Coordinated and analyzed data from the NGOs. • FAO took lead in KII data collection and analysis • Co-lead and the NS jointly wrote the report with input from the members.

  5. FSC coordinated, designed the household level and KII food security assessment including sampling, production of assessment tools, market survey, data management, analysis. Data collection was carried out by TWG FSC members and co-leads. Nutrition cluster developed the nutrition module of the household questionnaire including data analysis and reporting. The FSC co-leads, FAO and WFP, and the Nutrition cluster co-lead, UNICEF, analysed the data and jointly wrote the Phase III assessment report. Methodology and Tools

  6. Challenges NGOs’ were busy with multiple commitments and cost issues Timing of the assessment (heavy rains following Mohasen – therefore data constantly being updated. Less preparation (less time) for tools review and rapid deployment of FSC members for data collection, focal point roles etc.. Data cleaning was challenging (issues around quality) Only 1 day for orientation Managing organizations’ expectations Accountability of partners Analysis responsibility lies with the co-leads/ less involvement of FSC members in terms of data quality, analysis and write up. Donor response

Opportunities Generous support in terms of training venue, logistic support and field data collection from numerous organizations Proactive participation in crucial meetings and data collection Local organizational presence, which saved time and provided easy access It’s not new, JNA has been happening for more than a year Common ownership of the findings A roster of 100 assessment experts have been developed and trained for future assessments Upcoming Evaluation to review the response and improve for the future for the HCTT and various clusters. Opportunity to improve the draft FSC contingency plan. Opportunity to link immediate needs with resilience based approaches in line with Government priorities
