  2. ELT – 1989 to Now • California was the first state to implement ELT, starting a pilot program with GMAC in 1989. ELT became an official program in 1999. • In 1995, there were ELT 15 lienholders. • This time last year, there were 831 ELT lienholders. • There are now 1,265 active participants; another 100 are being added April 2nd; another 600-700 will likely be added in June 2013.

  3. ELT Volumes • Six ELT vendors send electronic records to DMV (up from four last year). • Transactions processed over past 12 years:

BPA Background – 1996 to Now • Implemented in 1996 to allow direct processing by high volume customers, and expanded in 2001 to allow all interested participants. • Under AB 1215 (2011), all new car dealers must enroll. New and used car sales by these dealers must be processed through BPA unless the transaction isn’t allowed. Provider fees can be passed through to consumers. • There are three types of Business Partners • First Line Business Partner - receives information from DMV and uses it for that partner’s business. • First Line Service Provider - receives information from DMV and transmits it to another for processing. • Second Line Business Partner - receives information from a first line provider and must be a registration service, vehicle dealer or leasing company, salvage pool, dismantler, or rental car company. • First Line Business Partners and Service Providers are responsible for all fees due to DMV and pay via an Electronic Fund Transfer. Second Line Business Partners remit fees to the service provider.

  5. BPA Volumes • Transaction Values FY 08/09 - $277 million • Transaction Values FY 11/12 - $566 million

  6. Future Plans • Convert paper documents to electronic forms through imaging or replacement of the paper version. • Replace remaining paper titles in the wholesale and trade-in environments. Continue trend away from paper titles. • Better combine Business Partner and Occupational Licensing enrollment and renewal processes. • Streamline inventory supply chains.
