  2. Strategic Planning & Investments (incl. Progress Monitoring & Compliance Check) • BiH has a status of potential candidate country, key milestone in accession process, signed the SAA in June 2008 • Country Strategy for implementation of the acquis chapter for the environment – future challenge of the accession process • Preparation of sectorial strategies for environmental infrastructure investment programmes started • IPA – 2008 Project: “Strengthening the BiH Environmental Institutions, preparation for pre-accession found” support Envir. Infrastructure development and contribute to sustainable economic development, bringing Country closer to environmental standards

  3. Strategic Planning & Investments (incl. Progress Monitoring & Compliance Check) • Baseline for the future IPA programming and domestic / international coordination of funds • BiH Water Protection Plan, strategic plan for implementation of EU UWWT Directive • PPU on the national level as coordination and management body initiated • Strategy for Water Management is in preparation phase in both Entities • Project financed by (EBRD,EIB, GEF - WB,IPA) are in the ongoing phase

Implementation of waste issues under strategic documents • Solid Waste Management Strategy in BiH • (EU/EC PHARE Project), 2002 • National Environmental Action Plan/ NEAP BiH, 2003 • PRSP – Development Strategy of BiH (2003 to 2007) Part n – Anex VII, Sector Priority: Environment • Environmental Performance Review – EC for Europe, Committe on Environmental Policy, 2004 • EU/EC Technical Assistance for B&H Environmental Needs Needs . Included Waste - EU/EC Programs: Phare, CARDS,Life TCY,IPA . FBiH – Strategy of Environmental Protection

Construction of Regional Landfill in BiH • First phase of construction sanitary landfills in BiH through WB loan, 2002 – 2008 included: Sarajevo, Banja Luka, Zenica, Tuzla, Bihać, Bijeljina • Second phase of WB loan will start from 2009 to 2014 include construction of new regional landfills: in FBiH: Mostar, Goražde, Zenica,Livno in RS : Prijedor, Zvornik, Derventa, Doboj –Tešanj, Trebinje • EC CARDS 2006, Rehabilitation of Trebinje and Kneževo dumpsite - EU Technical Assistance trough IPA – 2008, Component II Preparation of feasibility study for selection of regional sanitary landfills in Bosnia and Hercegovina

Climate Change • BiH ratified UN Climate Change Conventions (UNFCCC) 20th July 2000 (Official gazete B&H No. 19/00), and • Kyoto Protocol, 22nd April 2008,( Official gazete B&H No. 03/08) as a Non Anex I Party, • In cooperation with UNDP organised compilation of the Initial National Communication and will be completed by the end of 2009 • Establishing of DNA for CDM Projects, supported by Delegation of EC, will be completed in February 2009 PROJECTS: • Capacity building in developing countries to participate in the CDM is usaully supported by UNDP • Through the MDG-F project, UNDP initiated in BiH a project “Development of CDM institutional and legal framework” which will help government to create favorable conditions for development and approval of CDM projects

Climate Change ACTIVITIES: • Many workshops and training organized for experts in this field • Provided intersectorial cooperation , especially with sections of sources of energy, forestry, agriculture and water management • On the meeting 27th December , 2007 a new implementation methodology of project was accepted • Project Steering Committee was established and detailed work plan for implementation prepared • Selected Team Leader of project, office staff, as well as Team Leaders for: The Greenhouse Gas inventories, Mitigation and Vulnerability and Adaption components GEF Projects: • Promoting energy efficiency in buildings • BiH biomass energy for employment and energy security project EC Projects: _ Support to implementation of the “Integrated Pollution Prevention and Control” (IPPC) Directive _ EC Project “ Assessment of institutional and legal readiness for implementation of measures eligible under Kyoto Protocol in BiH”

Cross-Border Cooperation on water, nature, EIA and SEA SEA and EIA • Bosnia and Herzegovina is in proccess of ratification of ESPOO Convention, July 2009 • SEA Directive 2001/42/EC, and EIA are subject in Entities Laws on Environmental Protection • Progress Monitoring for the countries of South East Europe (“pre-candidates”), COWI, July 2007 • Progress Monitoring for potential Candidate Countries and the Former Yugoslav Republic of Macedonia, REC, September 2008 • Strategic Environmental Assessment Training for Participants from SEE Countries, UNDP, GTZ, September 2008 • Establishment of effective frame on the State Level for EIA and SEA and adequate coordination all activities in the entity and DB WATER • Fulfil and improve implementation of cross – border international agreements, Conventions • Preparation of Agreements with RSrbija and Montenegro • Participation in activities of ICPDR, Framework Agreement on the Sava River Basin, Bilateral Agreement with RH - (Protection of water intake sources) • Neretva and Trebišnjica management project, regional ( River Basin Management Plan) • - • -

Cross-Border Cooperation on water, nature, EIA and SEA NATURE Bosnia and Herzegovina ratified: • Convention of the conservation of European wildlife and natural habitats, Bern, 2008 • Convention on international trade in endangered species of wild fauna and flora, CITES, 2008 • Cartagena Protocol on biosafety to the Convention on Biological Diversity, 2008 PROJECTS: • WWF- Project “Europe’s Living Heart / Preservation biodiversity in South Eastern Europe using EU standards • Assessment of plans and projects significantly affecting Natura 2000 sites GEF,UNDP • Supporting Country Action on the CBD Programme of Work on Protected Areas” • GEF- World Bank,Forest and Mauntian Protected Areas Projects, 2008 – 2012 • Results from EU Biodiversity standarsd scientific coordination group in BiH, finished on Juny 2008 • Protection of Biodiversities of the Sava River Basin Floodplains, IUCN • Establishment of Emerald Network in BiH, ongoing project • NBSAP (I,II Report for CBD,CHM, Strategy with Action Plan) – UNEP • Preparation of IV Report for CBD - UNDP • - • -

Enforcement and Compliance, ECENA • The Federal Department for Inspection Affairs of the FBiH • Environmental Inspectorate of the Republic Srpska PROJECTS: • Support to Environmental field inspection, CARDS • Support to Implementation of the “Integrated Pollution Prevention and Control” (IPPC) Directive, IPA – 2007 Results: Implementation plan for Directives on Industrial Emissions, Draft of legislation implementing IPPC Directive,Waste Incineration Directive (200/76/EC),LCP Directive (2001/80/EC),VOC Solvents Directive (1999/13/EC)
