THE PRIORITY OBJECTIVE OF ROMANIA: • INTEGRATION IN THE EUROPEAN UNION IN 2007 • THE MAIN CONDITION: • reducing the existing development gap • WAY TO GO: • legislative and institutional development • ‘Acquis Communautaire’ transposition • increase of competitivity • sustained economical development • THE NATIONAL DEVELOPMENT STRATEGY AND THE SECTORIAL STRATEGIES, ARE FOCUSED ON THE ACHIEVEMENT OF THE OBJECTIVE: • establish the possible targets and the dead-lines • evaluate the necessities • establish the tools to be utilized

PRESENT SITUATION OF ROMANIA - PERIOD 1999 - 2003 • WEAK ISSUES: • too low development rhythm in order to significantly reduce the gap • high energy intensity - especially due to the structure of the national economy • low penetration of electrical power • increasing dependency of the imported energy resources 28,0% - 1999 • 33,6% - 2002 • STRONG ISSUES: • 1,8% annual increase of total energy consumption vs. 3,5% economical growth • 3% increase of total electrical power consumption • decrease of global energy intensity (still too slow) Structure of Primary Energy Consumption Year 2001

TARGETS FOR ROMANIA ON LONG TERM 20-25 YEARS • THE MINIMAL SCENARIO - Correlated with the Roadmap provisions till 2015 • increase of GDP - obtain 50% of the average level (GDP/inh.) of EU (23,000 €/inh.) with a rythm ofeconomic growth (GDP) of 6% / year; • competitivity- decrease of energy intensitywith 55 – 60%compared to year 2000 with a 3 – 3,5% anual rate; • security of supply with energy; • environment protection. -3,4% 6% 1,9%

ARCE - Licensing of Energy Auditors & Managers LEGAL FRAMEWORK • Law for the Efficient Utilisation of Energy (Law no. 199 / 2000 / 2002) • Regulation for authorizing the natural and legal persons entitled to execute energy audits • Regulation for attesting the appointed persons responsible in the energy management field • Energy auditors licensing • Business opportunity for legal / natural energy experts • Energy managers licensing • Compulsory for the energy consumers with E > 1,000 toe/year The map of Romania Location of the ten large Technical University Centers agreed by ARCE to organize energy specialized courses Diploma offered by ARCE to the authorized energy auditors & managers

ARCE - SURVEYSTHE ENERGY CONSUMPTION AND VERIFIES THE EXISTENCE OF:  THE ENERGY MANAGER  THE ACTUALIZED ENERGY AUDIT  THE ACTUALIZED PROGRAM FOCUSED ON ENERGY EFFICIENCY INCREASING E = Total consumption of fuels, electric power, thermal power and others; [1 toe = 10 Gcal = 41,87 GJ] • The Program focused on Energy Efficiency Increasing must be also elaborated by local authorities from all cities with more than 20.000 inhabitants. ( > 110 localities ) • The energy audit must be executed also by the administrative responsible of public buildings with total unfolded surface larger than 1,500 m2, to be renewed every 5 years.

ARCE - CONCLUSION • The essential characteristic for the present situation of the Romanian energy sector is that energy saving represents the cheapest available resource, in the context of adopting the integrate resource planning method. • The most important tool of the energy efficiency policies is the reduction of the primary energy intensity, estimated at 40%, in the period 2004-2015, considering an average growth rateof GDP at 5,4% per year. • The reduction of energy intensitymight be obtained both by promoting the most competitive technologieslike energy efficiency, within the economic activities to be maintained, and by the structural adjusting of the economy.
