Broadness if IWVTA

R0SG has discussed two options to address additional/optional systems.

Under the current 1958 Agreement, some UN Regulations, such as R13H, have devices of which installation is not mandated in those UN Regulations, while some Contracting Parties refuse the type approvals according to the UN Regulations if the vehicles do not install the devices.

R0SG should decide whether such treatment is allowedin IWVTA when considering the concept of Universal IWVTA.

Universal IWVTA is an approval that all Contracting Parties applying UNR0 shall accept based on the obligation stipulated in the 1958 Agreement.

If the treatment mentioned in the previous slide is decided to be abolished, UN Regulations, including R13H should be split.

In such a case, there seems to be two possible ways to start with IWVTA.

  • “Large IWVTA”: consists of all UN Regulations that any Contracting Partyapplying UNR0 mandates for WVTA. (In this case, the number of applicable UN Regulation in Universal IWVTA is large.)

  • “CoreIWVTA”: consists of UN Regulations that many Contracting Parties applying UNR0 mandate for WVTA. (In this case, the number of applicable UN Regulation in Universal IWVTA is small.)

Note: The following slides focus on case studies only in Step1 of IWVTA implementation.

1. Large IWVTA ()

Universal IWVTA consists of all UN Regulations that anyContracting Party applying UNR0 mandates for WVTA

*Universal IWVTA may contain new UN Regulations, like Odometer, Interior noise etc. which not all Contracting Parties mandate.

This Universal IWVTA indeed is accepted by all Contracting Parties applying UNR0.

1. Large IWVTA

UN Regulations necessary for many Contracting Parties applying UNR0

UN Regulations not necessary for many Contracting Parties

However, from practical point of view, some of UN Regulations included in UNR0 would not be required by many Contracting Parties (blue square part). As a consequence, many Contracting Partiesmight use IWVTA of limited recognition (red square part), instead of Universal IWVTA.

Concerns about Large IWVTA

Many Contracting Parties may use IWVTA of limited recognition. In this case, it should be reminded that no Contracting Parties have obligations to accept IWVTAs of limited recognition.

Example of possible problems:

Contracting Party A

Contracting Party B

Even if CP A and CP B use the same requirement level of IWVTAs of limited recognition, CP A may not accept IWVTAs of limited recognition issued by CP B.

The situation where IWVTAs of limited recognitionare mainly used among Contracting Parties does not seem to be appropriate because R0-SG has been working on IWVTA under the 1958 agreement with the objective to create an obligation to accept type-approvals.

2. CoreIWVTA

Universal IWVTA consists of UN Regulations that many Contracting Parties applying UNR0 mandate for WVTA.

Remove from UNR0

Rxx (ESC) (blue square part) would be outside of UNR0. If Contracting Parties want to mandate such a Regulation, they can do it via their national requirements.

Concerns about coreIWVTA ()

In the case of coreIWVTA, all Contracting Parties applying UNR0 can use Universal IWVTA. However, the number of UN Regulations included in UNR0 would be smaller, compared to the case using large Universal IWVTA.

This coreUniversal IWVTA certainly works in Step1, but it has to be clarified how it can steadily grow toward later steps, especially if national requirements are to be completely abolished in step 3.

Authors´ recommendation

  • At this point in time it seem preferable to start with a smaller amount of regulations for IWVTA using regulations for which a rather broad consensus of Contracting Parties can be achieved.

  • Rationale:

  • It will lead to a larger number of CPs using universal IWVTA

  • It will lead to a larger number of vehicle types using universal IWVTA

  • It will facilitate finalisation of Step 1 and therefore help in the further developments of Steps 2 and 3

  • The open issue about transition to step 3 can be resolved in due time as Steps 2 and 3 are getting closer to implementation.

Handling of if-fitted systems

  • If fitted systems are those that are voluntary on a vehicle, but if they are present then they must meet certain requirements. It is therefore not reasonable to mandate if-fitted systems.

  • Proper examples are:

  • UN-R44integrated child seats

  • UN-R 55mechanical couplings

  • UN-R 67LPG

  • UN-R 100high voltage safety

  • UN-R 110CNG

  • Note: advanced safety systems like ESC are no examples for if-fitted systems, because likely some CP will mandate them at some point in time.

  • Within R-0 this can be handled by either of the following ways:

  • Separate section for if-fitted: this is implemented in the current draft as section 2 of Annex 4

  • Inclusion right from the start into table1 of Annex 4: in this case it must be acceptable (and identified in the table) that for these systems an application for a IWVTA may contain the entry N/A for “not applicable”. Section 2 could consequently be deleted. This would be the authors' recommended approach
