  1. The Rail Supply industry in a global market Bernard von Wullerstorff - UNIFE

  2. 1) Who and what is UNIFE 2) The Railway environment 3) Standardisation 4) Research & Innovation 5) Conclusion….The end

  3. What is UNIFE? UNIFE represents the interests of the RAILWAY SUPPLY INDUSTRY Suppliers of Rolling Stock, control command, telecommunication systems, subsystems & infrastructure → World market share of 70%

  4. Railway Infrastructure Sub-system suppliers Signalling UNIFE Members System Integrators & RS

  5. National Associations

  6. Industry trends Major trends:globalisation concentration innovationstandardisation

  7. Transport Demands of Europe 2020 Meeting transport demand in Europe • An Enlarged European Union • 500 Million inhabitants • 27 Member States • Overall passenger transport demand: + 40%* = 7.500 billion pkm (e.g. 14% increase for urban rail between 1995-2004) • Overall freight transport demand: • + 70%* = 6.000 billion tkm *compared to the year 2000

  8. Communication from the EC to the Council and the EP – Keep Europe moving-sustainable mobility for our continent (mid-term review of the EC’s 2001 white paper) European initiatives Future: • Shifts to more environmentally friendly modes, while each transport mode must be optimised • Process of liberalisation of internal market stimulates innovation and investment → better service • EU will help finance implementation of priority projects (ERTMS; e.g. Corridors IV & IX) • 80% of Europeans live in an urban environment → urban mobility is a top priority • Reduce energy consumption 2001-2006: • Opening-up of rail freight to competition • Industrial innovation: ERTMS, Galileo etc.

  9. ERTMS implementation – common goal • Deliver a trans European rail service : • recognized as competitive with other transport modes • excellent in terms of safety, punctuality and reliability • supported by: • an ambitious investment programme in infrastructure and rolling stock, based on the coordinated implementation of ERTMS • a systematic pursuit of the best cost-effective performance • a financing plan of the investments fairly shared by the Member-States, the infrastructure companies, the railway undertakings and the European Union

  10. ERTMS - common actions • MoU signed in March 2005 • Steering committee • Common methodology, Studies completed in March 2006 according schedule • Corridor structures under development

  11. ERTMS – 6 corridors The 6 studied corridors represent about 6% of the total network but 20% of the total freight traffic

  12. ERTMS Corridor approach • Supported by EC • Meeting with VP Barrot on 15 May: full support • TEN budget 2007-2013: up to 500 M€ for ERTMS projects • TEN financial regulation (under discussion). Proposal to support ERTMS projects at a 50% co-financing rate, both for infrastructure and on-board equipments

  13. Standardisation - 3 Pillar Approach STANDARDISATION STANDARDISATION RESEARCH RESEARCH REGULATION Availability and harmonisation of all necessary reference documents European Railway Agency (mainline) Future urban rail directive ? Definition of the key elements of the European specifications via joint research Harmonised standards provided by CEN, CENELEC, IEC and ETSI (volontary based) Harmonised standards provided by CEN, CENELEC and ETSI (volontary based)

  14. ERRAC - What is it? European Rail Research Council a unique body bringing together: • Railway undertakings • Infrastructure companies • Urban and regional transport operators • Manufacturing industry • Representatives of the EU Member States • European Commission • Customer groups • Consultants and academic institutions With the aim of achieving consensus on priorities for railway research and guiding research efforts towards common strategy

  15. ERRAC – rationale and objectives ERRAC – Why? • Give a new impetus to research and innovation in railways • Identify priorities for research and direct all the available resources towards these commonly agreed priorities • Co-ordinate research projects and programmes to ensure synergies and cross-fertilisation and avoid duplication of efforts • Guide project launch and facilitate consortia building • Evaluate the results of the on-going and completed projects from the point of view of effectiveness and contribution to the overall objectives

  16. ERRAC – success stories « Rail 21 » Success Stories

  17. ERRAC - Vision ERRAC « Rail 21 » Vision • Promote excellence in railway operations to encourage modal shift and decongest international transport corridors; • Develop attractive urban transport solutions that ensure sustainable urban mobility; • Assure personal security to encourage increased use of public transport; • Consolidate environmental gains based on the greening of rail surface transport to meet legislative and societal imperatives; • Strengthen the worldwide competitiveness of the rail industry sector and its ability to supply cost effective products and services.

  18. Innovation & UNIFE Projects GREEN

  19. Innovation & UNIFE Projects

  20. MODTRAIN Harmonisation of key interfaces and modules for trains running at speed over 200kph 4 years, total budget of €30,4 million 37 partners Subprojects : MODBOGIE MODCONTROL MODPOWER MODLINK Modcontrol Modpower Modlink EUCAB Modlink Door portal & Train crew Interface Modlink Coupler Modpower Modbogie http://www.modtrain.com

  21. MODURBAN http://www.modurban.org • Modular Urban Guided Rail System • Definition of one common core architecture for all urban transit mode around the world • Will reinforce the world-wide European Leadership in guided transport systems • Total Budget: €20 million IP • Project Duration 2005-2009 • 39 Partners

  22. Innotrack InnoTrack is a jointly funded research project with the aim to develop cost-effective high performance track infrastructure for heavy rail systems • Total Project Budget: €18.6 m • Total Project Grant: €10.0 m • Total Partners: 35 • First European project with comprehensive cooperation between Infrastructure Managers and Industry

  23. Innotrack -Objectives • The primary objective is to reduce LCC, while improving RAMS characteristics of conventional mixed traffic duty networks. • Implement appropriate changes to specifications and standards to achieve reduced LCC, time to market and cost of safety. • A 30% reduction in LCC of track related costs • Develop decision-making algorithms to harmonise LCC calculation.

  24. R & D today and tomorrow • Currently UNIFE members invest up to €1 billion each year in research and innovation • There is a strong collaboration with the other railway stakeholders in Europe in the framework of EU-funded joint research projects (under FP6 between 2000 – 2006 about € 150 million granted to joint railway research) • FP7 to start in 2007 and end in 2013. Rail to play an important part • European rail supply industry is committed to continuous improvement of its products and services through innovation, both on competitive and pre-competitive basis

  25. “The Railway can become an important transport mode in the 21st Century if it survives the 20th Century”, Louis Armand UIC Chairman 1956 Sustainable future Therefore, the Railways of the 21st Century must be: • Competitive • Attractive • Reliable • Environmental • Safe • Innovative • Affordable

  26. UNIFE Vision 2020 The European rail supply industry is a profitable, flexible and high-tech sector, actively contributing to jobs, economic growth and the development of sustainable transport in Europe and beyond. • A Europe in which the high-speed train has become the standard transport mode connecting cities… • A Europe that has succeeded in achieving a modal equilibrium in freight traffic for the benefit of the environment, economy, industries and citizens of Europe. … • A Europe in which local travel within and around large cities takes place mainly by environmental friendly modes, using rail transport, and integrating metro, light rail and heavy rail…
