OVERVIEW • Amount of Federal funding expected to be awarded: • Planning - $686,693.40 • Sub-grants and other local assistance activities: $ 515,020 • Supporting LEPC Activities: $ 90,196 • Supporting State Operations: $ 81,477 • Training - $1,050,727.95 • Training 305 individuals • PHMSA Top Priority: Reduce risks associated with the bulk transport of crude oil by rail.

  3. GOALS & OBJECTIVES In alignment with PHMSA’s mission, California’s SEP, SHMP, and THIRA, Cal OES’s primary goal is to encourage a comprehensive approach to planning and training for emergency response directly relating to hazardous materials in transportation, with a specific focus on crude oil by rail and a secondary emphasis on chlorine by rail. We aim to improve preparedness for responding to these types of emergencies in an effort to minimize the potentially catastrophic impacts to the people and communities of California.

  4. PLANNING OBJECTIVES • Develop, improve, and implement emergency plans or procedures • Targeted outreach to CUPAs with outdated Area Plans • Priority: Area Plan updates for crude oil by rail • Standardize and update LEPC Regional Response Plans

  5. PLANNING OBJECTIVES • Emergency response drills and exercises • Highest priority: crude oil by rail scenarios • Secondary priority: chlorine by rail scenarios • LEPC Regional Response Plan exercises

  6. PLANNING OBJECTIVES • Determine hazardous materials flow patterns • Past sub-grantees • Highest priority: studies focusing on oil by rail • Secondary priority: focusing on chlorine by rail • Statewide assessment of studies that already exist

  7. PLANNING OBJECTIVES • Assess the need for regional HazMat response teams • Priority: crude oil by rail transportation routes • Statewide assessment

PLANNING TIMELINE • March 2014 –Sub-grant application announcement • April 2014 – Submit federal HMEP Grant Application • April 2014 – Conduct sub-grant application webinar • June 2014 – Sub-grant application filing deadline • August 2014 – Expect federal Notice of Grant Award • October 1, 2014 – Federal performance period begins; • October 15, 2014 – Sub-grant performance period begins • December 31, 2014 – Identify unobligated funds • September 15, 2015 –Sub-grant performance period ends • September 30, 2015 – Federal performance period ends

  13. Training Goal • Maintain the ability of public safety employees to safely and effectively respond to uncontrolled releases of hazardous materials.

  14. Training Objectives • Provide standardized training • Maintain train-the-trainer program • Maintain mutual aid capability

  15. Standardized Training • Comply with Hazwoper regulation • Title 8 CCR §5192(q) • Follow NFPA 472 recommendations • Carry out mandates of GC §8574.19-21

  16. Train-the-Trainer Program • Train and certify new instructors • Expand pool of instructors • Increase total amount of training provided • Make possible in-house training • Greater flexibility • Lower costs
