  2. Purpose of the Plan • It establishes the internal frame work and operational systems to protect the residents of Miami Dade County from environmental emergencies and disasters • It incorporates the National Incident Management System (NIMS) and Incident Command System (ICS)

  3. Objectives of the plan • Direct the response through an all hazards approach • Coordinate and Communicate with all agencies in response to Environmental Health Issues • Address recovery base on established priorities

  4. Plan Update Cycle • Reviewed on a yearly basis or as needed • May be revised sooner as a result of lessons learned • May be revised to comply with any changes in NIMS or ICS

  5. Plan Authority • Florida Statutes Chapter 252 - Emergency Management Act • Florida Statutes Chapter 381 - Public Health Emergencies and Advisories • Florida Statutes Chapter 386 – Sanitary Nuisance Investigations • Florida Statutes Chapter 154

  6. Situation and Assumptions • The Permanent population of Miami Dade is approximately 2.5 million • Environmental Health Division has jurisdiction over approximately 16,000 facilities ( food service, Group care, biomedical waste, swimming pools, mobile home parks etc)

  7. Plan Activation • The plan may be activated when an emergency is declared by Miami Dade Emergency Operations Center (EOC) • The plan may also be activated by Miami Dade County Health Department Incident Commander

  8. Whenever plan is activated • Staff follow the Health Department Safety plans • E H response will largely support agencies such as • DBPR, DACS,

  9. Communication • Staff will receive notification through the Florida DOH Emergency Notification System ( FDENS) • The Staff Hotline number ( 1-866-804-9165) • All EH field Staff are equipped with cellular phones • 800 MHz radios are maintained charged for use in the event communication lines are inoperable • All staff are trained in NIMS and ICS systems
