What are the American World Service Corps Congressional Proposals? • They are citizen-initiated congressional proposals sponsored by People Lobby and researched by Peoples Lobby Educational Foundation that will be among the most significant legislation passed in decades. Their implementation in the next Congress will dramatically improve the world.

Why would they be so significant? • Disdain and hatred for America’s policies is spreading, poverty and suffering covers much of the world, global climate change exhibits itself more each year and yet most couch-bound Americans ignore these issues as the government of world’s slipping super-power does not build a peaceful, productive team of can-do Americans who can defeat these enemies.

The people can change the course of our nation and build a safer world. • Especially in today’s fractious political atmosphere, the people need to lead its Congressional employees to fielding a common sense team that the 21st century needs to build world-wide stability.

  5. What will America’s World Service Corps (AWSC) do? • Field one million Americans a year for 20 consecutive years. These AWSC volunteers will voluntarily serve nation and world to reduce poverty, ignorance and terrorist recruitment.

How will those American serve? • They will have their choice of voluntarily serving through their choice of these core public and private organizations including: Peace Corps, AmeriCorps, Habitat for Humanity, Head Start, Doctors Sans Borders, Red Cross, International Rescue Committee, OxFam, Mercy Corps, and State Conservation Corps. • Americans, aged 20-60+, choose to serve at home or abroad, building a variety of skills and insights while stabilizing the world.

Why one million Americans a year? • One million can-do Americans tells the world we are serious. • The 21st century is filled with ignorance, religious warring, global climate change, nuclear and biological warfare, stupid policies… • America needs to build peaceful, productive teams that inspire other nations to do the same because these are not rapturous – but seriously dangerous times.

Does this require starting a big, new, costly bureaucracy? • No. • The AWSC is designed to be a small office that funnels America’s best, most cost effective resources – can-do Americans – to already existing NGOs (Non Governmental Organizations), Governmental Organizations, and state Conservation Corps.

What is needed from politicians & business community? • Congressional, Executive, and Business leadership that inspires service as the “good American” thing to do. • A return to the JFK attitude and policies that stressed, “Ask not what your country can do for … but what together we can do for the betterment of mankind…”

  11. From the proposed AWSC legislation ADMINISTRATI0N. -- The newly established World Service Corps Director's office will coordinate the WSC. This will not be a large staff, but rather an office that helps coordinate between those seeking to volunteer and the public and the governmental and non-governmental agencies that will carry out the field programs. Its primary purpose will be to funnel volunteers to the existing organizations that do the work of the WSC. It may be directed to spread the message of the need to staff up a robust, one million strong WSC. PLEF

Can America field and manage a million strong team of can-do Americans? • Did our immigrants build an envied land? • Lead the industrial and technological revolutions? • Build a productive machine and send the troops that stopped Fascism? • Rebuild Europe with the Marshall Plan? • Reach the moon? • Explore space?   13. From AWSC proposed legislation MANAGEMENT –. America’s WSC and its organizations can and will respond to the challenge. The critical need to implement the WSC is obvious. America’s famed management guru, Peter Drucker, has shelves of advice on how to accomplish management improvements and a few of his words apply here: • “You can either take action, or you can hang back and hope for a miracle. Miracles are great, but they are so unpredictable… • “You have to learn to treat people as a resource......you have to ask not what do they cost, but what is the yield, what can they produce?” PLEF

  14. When hidden and off budgeted costs are included, the annual cost of maintaining our 1.4 million military personnel is apx. $600,000 per year… • How can an AWSC volunteer cost the federal government only $25 – 40,000 per year?

Why so cost effective for federal tax payers? • AWSC splits daily volunteer maintenance costs between existing NGOs, GOs, State Conservation Corps. • If half chose to serve through NGO’s the federal government will only be responsible for their education stipends, and whatever other financial inducements are used to keep the volunteer total at one million per year for each of the 20 year sunset period in the proposed bill.

  16. Revenues raised by public pressure on the well-to-do to share more proportionately in war and peace’s costs. • Public web lists non or low-tax paying profitable mega corporations. Public knowledge & pressure should press these non-tax payers to donate a substantial sum. The mega-rich too have children. • Public web generated donations from Forbes Richest Americans.

Enron’s total taxes over the five years were a negative $381 million. Its corporate tax welfare totaled $1.0 billion. • El Paso Energy reported $1.6 billion in U.S. profits over the past five years, but paid less than nothing in federal income taxes, getting tax rebates of $254 million.
