CAP Acft MX CFT Findings • No system to accurately track, forecast or alert AMOs/LG staff of approaching time-change items, AD compliance or critical software updates • No system to accurately capture and report real-time aircraft status • WMIRS aircraft discrepancy information, condition data and closeout information is not accurate or up-to-date and does not reflect the true condition of the aircraft

  9. AMRAD is the CAP’s new Aircraft Maintenance Repair and Documentation System. It takes the place of most of the functions that were in the WMIRS Maintenance Module. It allows new aircraft discrepancies to be entered, transmits them to the AMO for validation and facilitates the flight release process. It allows Aircraft Mx requests to be processed through to NHQ for approval and parts to be ordered, all in one location. It is designed to provide real-time visibility to aircraft status, open and closed discrepancies, maintenance & inspection data, maintenance and repair requests, parts order status and parts tracking

When a new discrepancy is created for an aircraft assigned to your wing the AMO will see a notification on their AMRAD home screen under the Work Items tab showing “Open Discrepancies” The number in parentheses indicates how many discrepancies are open that have not been validated or processed by the AMO.

CAP Acft MX CFT Findings • The CAP aircraft parts process is not standardized, does not have the capacity to handle the volume of parts needed by the field in a timely manner, lacks redundancy and does not have a system to track parts orders, cores, credits, invoices and provide parts order status and visibility to our internal and external customers

CAP Acft MX CFT Findings • CAP policy requiring AMOs and shops to contact NHQ for approval to proceed with repairs; creates unnecessary delays • CAP procurement policy negatively impacts mission capable rates by establishing administrative approval levels in excess of the federal requirements

  30. Flight ID Call Sign Mismatch • FAA is reporting a large number of naming errors associated with ADS-B Out • Call sign mismatches (CSMM) occur when the aircraft identification on the flight plan does not exactly match the ADS-B transmitted identification

Flight ID Call Sign Mismatch • For GA aircraft it is normally the tail number • CAP uses special call signs that enable priority handling by ATC • After a test flight in airspace with ADS-B rules request a performance report • FAA’s Public ADS-B Performance Report Request (PAPR) service. http://adsbperformance.faa.gov/PAPRRequest.aspx

  33. Aircraft Refurbishment CAP has contracted with Fresh Aircraft Sales to accomplish aircraft refurbs for us We will take delivery of the first aircraft next week They have come in on-budget and delivered the aircraft a month ahead of schedule We expect to refurbish 4-6 aircraft per year

End-of-Year Maintenance • We want to be proactive in closing out our financial records, deobligating POs and paying FY 19 invoices • As we approach the end of the FY we will only approve maintenance to support essential/emergency mission aircraft • AMOs should contact NHQ/LGM for prior approval of ALL acft maintenance activities
