Information Technology USMC Defined: Information Technology (IT) is defined as any equipment of interconnected system or subsystem of equipment, that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information.

Information Technology Includes: Computers (laptops, desktops, servers, tablet-pc’s, etc.) Ancillary equipment [(peripheral devices such as printers, scanners, external hard drives, thumb drives, monitors, etc), (motherboards sometimes referred to as systems boards, memory, hard drives, floppy drives, cd-rom drives, etc), (Blackberry’s, Palm’s, etc.)] Software (productivity, utility) Firmware Services (including support services) Does not include: Cables (USB, power, IDE, SCSI, CAT-5, CAT-3, Fiber Optics) Floppy Disks CD-ROM Media including DVD ROM media

IT Procurement Waiver/Approval Purpose Safeguard against duplicate spending on IT related products and services (management) Obtain visibility on IT spending (oversight) in light of the ongoing transition to the Navy Marine Corps Intranet (NMCI) Ensure that IT procurements and purchases made are in compliance with DOD, DON, and USMC Policies Projects in Analysis or Development, includingProjects in Analysis or Development, including

    5. MARADMIN Guidance MARADMIN 486/06 – IT Funding, Approval, and Procurement Clarifies and updates the IT Procurement approval process and clarifies policy on centralized management of IT. Clarifies rules for determining which appropriation (“color of money”) must be used for IT procurements. Retain central review and oversight of IT systems, financial and acquisition aspects of IT procurements as required by Public Law and DOD regulations Support DOD and DON efforts to standardize IT and simplify the portfolio. Grants review, processing, and approval authorities. MARADMIN 454/05 – Establishment of the Marine Corps Circuit Management Office (MCCMO) Establishes the MCCMO at the MCNOSC – Validates circuit requirements – Only DON can POM and fund new circuit requirements not covered under the NMCI. MARADMIN 363/05 – Centralized Management Office for Microsoft Procurements Established the single approved method for the procurement and renewal of Microsoft products. MARADMIN 032/04 – Marine Corps Internet Protocol Version 6 (IPV6) Policy Ensures that USMC Information Technology developed, acquired, or procured is IPV6 capable as defined in ASD NII-DOD CIO 29 Sep 2003. In a nutshell this says – If you get it, it must fit within the Joint Technical Architecture standards. MARADMIN 490/03 – Revised USMC Software Baseline Waiver Process Established the USMC software baseline and modified software waiver process. Message 140230Z SEP 06 Establishes PR Builder as the new procurement vehicle for NMCI services versus transferring funds via a 2276.
