  3. ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION “Internal quality assurance includes mechanism, resources and information sources to establish, maintain and develop the quality of learning, teaching, scientific research and community service” (AUN, 2007).

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION • Seven criteria of IQA in higher education (ENQA, 2005): • Policy and quality assurance procedure: the institution needs to develop strategies, policies and operation cycles in order to constantly improve its quality; develops the culture of quality assurance in all activities.

Approve and periodically monitor and revise curriculum and the issuance of certificates: an institution needs to have regulations, procedures for the approval and periodic supervision of curriculum and issued certificates. 3. Learner assessment : learners are assessed in accordance with open and consistent standards, regulations and procedures.

They make contribution to reports on their university’s quality assessment. 5. Learning resources: learners can access to learning resources in accordance with their curriculum

Information system: the institution needs to have sufficient information for the management of curricula and other activities. 7. Public information: periodically, the institution updates and makes public of curriculum and degrees and certificates.

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION • Seven rules of internal quality assurance (APQN, 2008): • Develop the culture of quality assurance university wide • Quality assurance is reflected through the objectives of the institution’s activities. 3. Develop internal quality assurance system together with policies and procedures.

Develop and implement strategies for quality improvement 6. Maintain and develop quality of teaching faculty and researches 7. Publicize information of the institution, curriculum, certificates and its achievements

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION One of the remarkable commonalities of the two mentioned directions for internal quality assurance of each institution is the development and effective implementation of strategies for quality improvement. In order to achieve it, a overall tool for management is required.

VALUE-CREATION CYCLE • Value-creation cycle was developed by a group of Norwegian scientists in late 20th century. • The cycle was officially introduced in Vietnam for the first time in the conference on “enhancing the administration capacity” hosted in the Nha Trang University of Fisheries (currently University of Nha Trang) in 2004.

  12. VALUE-CREATION CYCLE Role of the value-creation cycle : • Can be used as a "management language” for agencies and businesses including institutions of higher education. • Help managers at all levels define appropriate missions, targets and strategic solutions.

  15. VALUE-CREATION CYCLE • Finance: Financial sources that can be achieved by an institution • Human resources: A institution’s staff, cultural and mental value and co-operation.

  16. VALUE-CREATION CYCLE • Structure: include facilities, mechanism, strategic plans, regulations, targets, criteria… needed for running production activities; material values (lesson plans, database, information network,…)

  17. VALUE-CREATION CYCLE • Collaboration: include external partnership and cooperation (domestic and international)

  18. VALUE-CREATION CYCLE • Human resources include not only a producer’s staff but also cultural and mental values and collaboration among individuals. A producer whose staff stand together and respect collaboration will be more likely to sustainably develop.

  19. VALUE-CREATION CYCLE • Mechanism, strategic plans, regulations, targets, criteria… of a producer are also considered as resources. A producer having good strategic plans and appropriate mechanism will have more chances to succeed

  20. VALUE-CREATION CYCLE • Collaboration is considered as a resource, especially in current economic - social context. A producer having good partnership and linkages can rapidly develop although his financial potential is limited.
