  1. Proposal Development: What’s involved? Work would begin as soon as possible after this meeting: 12-16 months to develop proposal Community consultations to identify gaps and needs: National and Regional level Evidence gathering Program design Advocacy Consensus

Global Fund Process Board launch of a new Round:'Call for Proposals' Released minimum once per yearon the GF Website - Likely early 2010 Submission deadline: 4 months after Call GF Screening for eligibility Independent TRP review: 11 days, 35 members Board Approval: November 2010 LFA Assessment and Grant Negotiation Process: 3-12 months

  3. Amount of Funding… • Based on identified gaps and needs and a realistic assessment of absorptive capacity • Smallest GFATM grants are around $12 million for five years • Most are much larger….

Benefits of a Regional Proposal • We set the agenda and decide what is included in the proposal • Scale and Experience sharing • Capacity development and organizational strengthening • Regional-level and national-level programs • Advocacy and human rights-based approaches • Multi-country operational and epidemiological research • Funding controlled by community

Implications of receiving GFATM Money • Accountability - must meet targets in order to receive ongoing funding (as defined in proposal) • Need to have good systems in place for managing funding and monitoring and evaluating programs • Possibility that it could distort country-level programs and organizational priorities
