Upcoming pilot project will explore use of dynamic scheduling as mechanism for intra-hour scheduling • ISO will be considering whether and how it may offer intra-hour scheduling as an option in addition to dynamic transfers and conventional static intertie schedules. • To explore such mechanisms, the ISO has initiated a pilot project with BPA to evaluate the use of intra-hour scheduling on COI. • BPA supports pilot as intra-hour schedule, ISO supports as dynamic schedule – allows rapid implementation. • Dynamic scheduling will rely on two pairs of real-time data and a final integrated value at end of hour: • Half Hour Schedule from BPA and Dispatch Operating Target returned from ISO, and • Current Delivery sent by BPA and returned by ISO.

  3. Pilot would allow BPA and ISO to implement intra-hour scheduling using existing capabilities BPA will send to ISO via ICCP 1. Half Hour Schedule – Begin T-20 minutes for the first half-hour, and T+15 for second half-hour 2. Current Delivery – Every four seconds, as separate ICCP data 3. Integrated Value – At 1:01 (just after the end of operating hour) ISO will send to BPA via ICCP 1. Dispatch Operating Target from ISO 5-minute real-time market, reflecting BPA’s Half Hour Schedule, possibly reduced in response to congestion. 2. Echo of BPA’s Current Delivery, to be used for hourly integrated value.
