  3. The Web based program can be accessed by any computer connected with Rail Net. In Mysore Division, the program is being utilized by Books and Budget, Bill passing, Finance and all other sections. • Bills passing / Finance sections, before vouching any bill / finance proposal, will verify the availability of funds. The bills / finance proposals are returned immediately, if there are insufficient funds. This saves a lot of time spent in unnecessary processing of bills/ proposals.

  4. EXCHEQUER CONTROL On selection of drop down menu of Exchequer, by entering the month and year, the latest position of cash out go against authorization can be viewed.

  5. Revenue Demands The position of BG, Spending Limit, RG and actual booking till last cheque drawn can be viewed by selecting Revenue drop down menu. The sub menus for (a) PU s except 18-24 and (b) for PU s 18-24 will appear. The input data of from month and year (Ex. 201204), to month and year (Ex.201303), Demand, Sub-head and PU are to be fed. The display will appear as follows.

Contd……… • On selection of (a) and (b) sub menus: The Plan head and Source wise details of BG, RG and bookings, till last cheque generated will be furnished. • The submenu (c): This will display the voucher reference of bookings under the selected plan head. The reconciliation of works register with bookings and any references by executives / account office can be viewed through this submenu.

  11. Implementation • The liability throw forward for the period ending 31.03.2012 was called for from all the executives. This was converted to electronic format and taken as Opening balance of liability. • Accretions are being fed by X Finance section at the time of vetting of agreements and indents. • At the time of bill passing and acceptance of debits and adjustment made, the discharged liability is being updated. • The sub menus under liability register are • Reports • Liability as on date summary. • Details of liability. • Data Entry. • Edit data.

Working in this module for the past few months reveals that the maintenance of Liability register requires further inputs like • Methodology to account for indents / proposals / quotations that do not require finance vetting . • The year-wise liability for the financial commitments entered in to in the current year. • Non specific time frame for supply of materials on indents placed as in COFMOW / DGS&D indents. • Financial commitments entered into which are not required at a later stage. • In the case of variations in agreements, at the time of initial vetting (for cases requiring GM sanction), the liability cannot be entered at the time of vetting as the case will require the vetting / sanction at HQ. • On successful completion of the above project, this office proposes to implement the above in the ensuing financial year.

  23. Finally………….. Now, Railway Board is proposing to implement IFMS and IPAS in the coming years. It is felt that the above modules may be incorporated in IFMS for effective Financial Management.
