International Forest Policy Process United Nations Forum on Forests • To promote sustainable forest management (SFM) • To advance international cooperation • Universal membership • 3 new principal functions to existing 6 • Stronger regional focus • 4 Global Objectives on Forests • Non-legally binding instrument on all types of forests (NLBI) • International Year of Forests 2011

Forests in a Changing Environment UNFF8 addressed: • Means of implementation for SFM • Forests in a Changing Environment (FiCE) • Links btw forests & a set of inter-related issues • Urgency to address challenges & threats, including impacts on people • Key role of SFM • NLBI- Integrated framework to implement SFM at all levels

  4. UNFF Resolution 8/1: Specific focus Fragile forest ecosystems • Special needs & requirements of countries with fragile forest ecosystems recognized; • Initiatives addressing the interrelated challenges of forests & inputs from regional entities encouraged.

  5. Policy Guidance:To Member States • promote biodiversity in the framework of SFM; • use nfps to integrate measures &to seek coherencewith other strategies; • encourage coordination among national focal points; • undertake national forest inventories covering the full suite of SFM issues; • use market-based approaches; • invite governing bodies of CPF to integrate SFM into their strategies • take into account CPF Joint Activities

Forum SecretariatActivities 9 specific requests for action • Foster regional & sub-regional dialogue & cooperation; • Facilitate RLIs & CLIs; • Develop a strategy- N-S, S-S & triangular cooperation • support from the international community • S-S is not a substitute for, but a complement to, N-S cooperation

  7. Adequate resources needed Effective implementation of SFM is critically dependent upon adequate resources, including financing, capacity development and transfer of environmentally sound technologies -- Non-legally binding instrument on all types of forests (forest instrument)

  8. Global objective on forests #4 Reverse the decline in ODA for sustainable forest management and mobilize significantly increased, new and additional financial resources from all sources for the implementation of sustainable forest management.

  9. Current Financial flows • Total ODA flow to forests ~ $1.9 billion/year; • Private foreign direct investment (FDI) flows to forest industries in developing countries ~ $0.5 billion/year; • Multilateral financing to forests ~ 0.8 billion/year • Foreign-induced investment much higher, value of FDI stocks in wood & paper industries in developing countries ~ $17.8 billion.

Where the gaps are… 5 groups of thematically related countries identified as facing significant financing challenges: • Small Island Developing States (SIDS), • low forest cover countries (LFCCs), • some countries with high or medium forest cover, • many small or medium-sized countries with large forests, and • Africa, as a region.

  11. Facilitating Financing for SFM in SIDS • Analyze the current level of financing, including existing and emerging financing flows to forests; • Identify gaps and challenges • Suggest innovative approaches to secure financing from existing and new financing sources.

  12. Key Components • Study - analysis and assessment of current financial flows and gaps in financing • Inter-regional workshops - Bridging the gaps in financing for SFM and fostering new innovative approaches • Report -workshop findings and key recommendations for further action -> UNFF9 (2011)

  13. Forest-related climate change approaches • New opportunities thur SFM & enhanced cooperation • Climate & Forests communities need to work closely • SFM not only to address climate change, but also to cover other global & local goods & services • Carbon financing linked to REDD issues may contribute to SFM finance, but more is still required

  14. Potential Role for Pacific Countries and Territories • implementation of the NLBI • stronger emphasis on global-regional interactions and partnerships • Involvement in studies on financing SFM in SIDS • providing focused inputs
