  2. Background • On February 8, 1966 Bill Clinton Signed into Law • Was supported by Congress • The 1996 Act replaced 62 year old Act • Primary Goal of the Telecom Act of 1996 • Vice President Al Gore quoted “…” • Congress supported the technology must be available to everyone

  3. Broadcasters • Broadcast Companies had two Key Objectives: • Relief from FCC on Limits of Broadcasting station • Spectrum Flexibility • Legislators Agreed & Disagreed

  4. Why 35 % Ownership ??? • Radio Station only got half …. • TV Station won a removal of ownership… • Democracy vs. Sponsors of the Act ??? • The NEW Act is Limiting… • Act did not eliminate existing rules • Future Spectrum • FCC vs. First Amendment Right
