  1. Algorithm Research Panel for Operational Altimetry Processing 12 June 01 Naval Oceanographic Office Altimetry Data Fusion Center

  2. Algorithm Research Panel forOperational Altimetry Processing Space Segment Ground Segment User Segment • Satellite Element • Payload Sub-Element • Spacecraft Sub-Element • Launch Element • SOC Element • NAVSOC HQ • Remote Sites • Doppler Tracking Sites • Communications • POC Element • Manage Payload Data • Process POC Data • QC and Monitor POC Data • Output to User Segment • Fleet Units • ADFC • METOC Centers • FNMOC • WSC • NRL • NOAA • What is missing from “The System” definition? • Does not adequately define the role of the Cal/Val Team • Does not provide for continuous improvements to the GFO System • Does not provide a feedback mechanism to the system from the User Segment

  3. Algorithm Research Panel forOperational Altimetry Processing • SPAWAR • Overall operational responsibility for GFO • Oversee interaction among different organizations to ensure operational responsibilities are fulfilled • Provide funding as necessary to resolve technical issues, encourage system evolution, and ensure the GFO System meets its operational objectives • NAVSOC • Monitor the health of satellite and • subsystem performance • Maintain ERO • TT&C • Deliver POC Data Files and operational • ephemeredes • Perform time management support • NAVOCEANO • Payload Operations Center • Manage and process payload data • Monitor quality flags and POC data • Output SDRs and Ca/Val files to the User • Segment • Distribute Calibration Tables • Altimetry Data Fusion Center • Produce and manage SDRs • Deliver NGDRs to User Segment • Cal/Val • Measure payload performance • Verify POC/ADFC output are within • expected ranges • Report on satellite operational capability • each cycle • Calculate incentive fee based on system • performance Algorithm Research Panel for Operational Altimetry Processing • All • Test, evaluate, verify, and implement all hardware and software changes • Perform investigations as needed • Notify ARP/OAP Chair of any suspected anomalies w/ geophysical parameters distributed by the ADFC (SWH, MWS, SSH)

  4. Algorithm Research Panel forOperational Altimetry Processing • ARP/OAP Objectives: • Verify the accuracy of operational altimetry products for oceanographic applications • Significant Wave Height • Marine Wind Speed • Sea Surface Height • Monitor the operational datastream for anomalies • Evaluate the merit of reported anomalies to determine if an investigation is required • Coordinate the troubleshooting and resolution of reported anomalies • Develop and maintain quality control tools for operational use in the ADFC • Need to detect problems early to minimize the impact on operations • Provide guidance for improving the scientific quality of NAVOCEANO altimetry products • Evaluate the impact of new algorithms on the operational datastream • Coordinate the evaluation of new processing techniques with the user community • Maintain communications with the User Segment regarding the quality of ADFC products

  5. Algorithm Research Panel forOperational Altimetry Processing • Chair: Dr. Gregg Jacobs at NRL-SSC • Principle Members: • NAVOCEANO • NOAA - Lab for Satellite Altimetry • FNMOC • NASA Wallops • University of Michigan • NASA Goddard • SPAWAR • Contributing Members: • Ball Aerospace • NASA JPL • Academia (Ohio State University, University of Texas, etc.) • International partners • Members of the user community

  6. Algorithm Research Panel forOperational Altimetry Processing • Concept of Operations: • Chartered under Shared Processing Program - Operations Working Group • Tri-agency program including NOAA, Air Force, Navy • Bi-annual meetings held in conjunction with national/international conferences • Fall AGU in San Francisco • Next TOPEX/JASON Science Working Team Meeting • Facilitate communications between panel members and user community • Automated web site for dissemination of information and discussion of anomalies • Solicit input from the scientific community for improvements to operational processing • techniques used by the ADFC • Coordinate the development, validation, and implementation of hardware/software • modifications that could affect the operational datastream • Develop and implement quality control tools at the ADFC for early detection of • data/processing anomalies
