2019 Statewide Medical & Health Exercise (SWMHE) in Ventura County

This training is for the Statewide Medical & Health Exercise (SWMHE) in Ventura County. The Controller/Evaluator will work closely with the Safety Officer to ensure the health and safety of all participants. The training includes scenario building, safety evaluation forms, inject materials, and a hot wash session.

SAFETY • Controller / Evaluator should work closely with Safety Officer • The Safety Officer monitors exercise activities and advises the Exercise Lead on all matters relating to incident health and safety of all exercise participants. The Safety Officer has emergency authority to stop and/or prevent hazardous actions during operations. • The safety of FSE participants takes priority over FSE events. • If a real-world emergency occurs use the phrase: “THIS IS NOT AN EXERCISE” • Determine if it warrants a pause in FSE play if so, determine when FSE play can be resumed • ICS 208 (available for download under Section 6: Control, Evaluation & Safety • ICS208, Safety Message (Modifiable form): See example to the right

Choosing Scenario Building Safety Evaluation Forms All 3 forms are provided in C/E packet, but only need to pick one: • No visible damage considerations may include future reports of unsafe conditions, repairs, or reinspection/further analysis. • Partial damage considerations may include restricted use such as: no access to specific areas, brief entry to areas, etc. • Significant damage considerations may include cascading events such as: partial collapse or damage to the building, utility failure, pollution/contamination (e.g. air quality or water), fire, explosion, chemical spill, etc.

  7. MSEL Timeline Try to stick to timeline; however: • Allow Players to take more time if still performing their actions in response to the inject • If Players finish the response to an inject early, move on regardless of the time specified for the next inject. • This year’s MSEL does not include time specific injects for external communication (e.g. conference call during exercise play). • All external communication is simulated in the Inject Supplementals, already provided in the Controller/Evaluator Packet. • SWMHE@ventura.org will only send 2 emails on 10/17/19 • 10 am to announce “StartEX” • 12 pm to announce “EndEx”

  9. MSEL - Patients OPTIONAL • If you are using your own Paper Patients or Victim Volunteers, space is provided within the MSEL for you to add your own patient injects • Paper Patient Template is available under Section 7 Day of the exercise website

  10. MSEL - Expected Outcomes Items included are suggestions Players are not expected to address every bullet Controllers may use these bullets as prompts when Players are stumped/stuck on what to do/how to respond EXCEPTION – SitRep- Required to submit one (1) SitRep on day of play
