  1. Further Implementation of the Programme of Action for Sustainable Development of SIDS Interactive Dialogue on Regional Perspectives H.E Dr. The Hon. A. Boolell Minister for Foreign Affairs, Regional Integration and International Trade of the Republic of Mauritius, and Chair of the Council of Ministers of the Indian Ocean Commission On behalf of the AIMS Region High-level review meeting, New York, 25 September, 2010

  2. Objective • To identify mechanisms for regional and inter-regional collaboration among the SIDS in further implementation of the Programme of Action for Sustainable Development of SIDS.

  3. Key desired outcomes for SIDS • Effective and timely implementation of the MS; • Improved resilience to economic, social and environmental challenges; • Access to affordable and SIDS adapted technology to foster a green economy; • Increased South-South and SIDS-SIDS cooperation; • Access to financial resources; • Development of a vulnerability-resilience index for SIDS; • Creation of a SIDS category at the international level for greater SIDS advocacy.

  4. Key desired outcomes for SIDS • Working together to creating an appropriate Global Institutional Architecture to give SIDS voice and potential for advocacy. • Providing the necessary Coordinating Function amongst the SIDS, the AOSIS, the UNDESA in order to enable them adopting a pro-active force in setting the SIDS agenda on a permanent basis; • Enabling speedy adaptation to new emerging global fora; • Addressing global issues and allow and enable the SIDS to a Share common interest through the institutional framework within which their views can be voiced and common approaches, to the extent that they exist, can be advocated. Developing Common approaches and positions on globalisation issues; • Contributing for the Provision of adequate resource for the implementation of the Mauritius Strategy; • Fostering the Development of partnerships between agencies across regions;

Key desired objectives for SIDS • Address the fragmentation of work programmes in the UN system; • Agree with the international community on the setting of a dedicated window for SIDS, such as for Climate Change adaptation or under the Global Environment Facility, operationalise the decision of the COMMOMWEALTH Summit on climate change and the specific provision for SIDS; • Improve cooperation among SIDS regions; • Focus on the best practices worldwide;

Develop strategies for cross regional actions • Set up a common communication strategy; • Improve the SIDS networking through the designation and strengthening, as necessary, of focal points within each of the SIDS, IGO’s, AOSIS and UNDESA; • Develop an advocacy and consensus building strategy; • Reinforce the IGOs, AOSIS and UNDESA; • Set-up an M&E system.

  7. M & E system • Develop a M&E system with the following objectives: • Follow-up on MSI with defined targets and indicators; • SIDS accessing resources for the MSI; • Promotion and support of an integrated approach to national level MSI; • Jointly develop a listing of political opportunities for consensus building on MSI; • Engagement with MSI partners and collaborating agencies; • Better structured interregional collaboration.

  8. Better structured inter-regional collaboration • Better structured inter-regional collaboration with annual meeting of the AOSIS with: • Focal points of SIDS national institutions; • Focal points of SIDS IGOs; • UNDESA & Missions, on the basis of MSI M&E targets.

  9. WAY FORWARD • AIMS REGION: Need to look into a coordinating mechanism for the AIMS region; IOC -temporary basis to now. • New mandates emerging from the MSI+5 • Concrete Action Plan to move the conclusion of this meeting forward.
