  8. NEW 2012 Ghost Pilot Evaluate provider effectiveness on standardized assessment. Challenge the way in which providers are compensated. Offer feedback to parents and districts on performance.

Appropriate or Inappropriate? • A provider handed out a letter that said “Just sign this document and put your child’s name, turn it in, and your campus will register your child for SES with us”. • A provider representative showed up across the street from the high school, set up a table with information about her program, while wearing a tube top and spandex mini-skirt. • A provider hired a gentleman to recruit students by following them home and knock on doors. When a parent called the police to complain because his daughter was scared, it turned out that the gentleman was a registered sex offender. • A provider representative set up a table across the street from a middle school and threw candy in the road to get students to run across the busy street to sign up after school. • A provider started the year by asking – “When are my 100 students going to be assigned to me and when can I expect the check for $150,700 to be sent to me so that I can set up my tutoring company?”
