  1. Project Debriefing Debriefing meeting on the implementation status of two ADB-JFPR funded projects: (i) Technical Assistance Strengthening Coordination of Management of Disaster; and (ii) Grant Community-based Disaster Risk Reduction

Description of TA 8669-CAM project • Project Name: Strengthening Coordination for Management of Disasters • ADB Department/Division: SERD/CARM • Project area: Six provinces (Battambang, Banteay Meanchey, Siem Reap, Kampong Thom, Kampong Cham, and Prey Veng) for specific interventions. • Executing Agency: National Committee for Disaster Management and PCDMs from the six priority provinces serve as implementing agencies. • Date of project signed: 17 June 2014 • Funding source: $2 million from Japan Fund for Poverty Reduction (JFPR) and $117,600 in cash from The Royal Government of Cambodia (RGC)

Impact, Outcome and outputs of project • The impact of the project is to improve national capacity to manage disaster risks in Cambodia • Expected outcome of the project is to improve policy and institutional capacity for Disaster Risk Reduction (DRR) in Cambodia. • Main outputs of the project are: • Policy environment for effective DRM established and strengthened • Institutional capacity of DRM structure at the national level improved • Institutional capacity of DRM structure at the provincial level improved • Effective TA management

  4. Output 1: Policy environment for effective disaster risk management established and strengthened. • Objective: to ensure the country has a unified strategy for DRM that is mainstreamed throughout the different sectors. • Activities: • Drafting, consulting, and finalizing relevant DRM policies, strategies, and priorities, taking into account gender concerns, for approval by the Council of Ministers; • Assigning and training DRM focal points from line ministries and working with them to incorporate DRR actions into sector plans; • Organizing high-level dialogue with line ministries to incorporate DRR activities into the midterm review of the National Strategic Development Plan (2014–2018) to provide strategic direction for all DRR stakeholders; and • Preparing and adopting support policies such as standard operating procedures on DRM and national guidelines for integrating DRR into the subnational planning process.

Output 2:Institutional capacity of disaster risk management structure at the national level improved. • Objective: to build the DRM technical capacity and gender analysis skill of the NCDMS staff and sector focal points to perform DRM functions effectively through a series of capacity-building activities on technical aspects of DRM. • Activities • Needs assessment and training of NCDM staff and sector focal points; • Review of the roles and functions of NCDMS staff, assessing the possibility for establishing policy and planning and disaster management information system units; • Developing standardized tools, guidelines, and protocols; and • Establishing a training pool for all technical aspects of DRM and gender specialization with qualified NCDM and other line ministry staff.

  6. Output 3:Institutional capacity of disaster risk management structure at the provincial level improved. • Objective: to build capacity for DRM at the subnational level to identify risk; analyze gender issues; prioritize and implement risk reduction measures • Activities • Establishment of the PCDMs, • Contingency planning formation and training of provincial disaster response teams on gender inclusive DRM, • Establishment and capacity building for a subnational disaster management information system, and • Contingency planning and regular coordination of preparedness and disaster response activities.

  7. Output 4:Effective technical assistance management. • Objective: to ensure that the project will be completed in a timely manner within the specified budget, with best gender responsive practices and innovative approaches documented for replication and rolled out to other provinces. • Activities • Timely assigning the counterpart staff for the implementation of the TA activities with women staff represent at least 30% of the total counterpart staff, • Reviewing the availability of information and identifying the venues for documentation and dissemination, • Raising public awareness on DRM, • Collecting and sharing information on traditional and/or indigenous DRR practices, and • Monitoring and reporting of progress regarding national DRM priorities.

  8. Project progress • Inception workshop was organized in December 2014 in Battambang to provide project briefing to the subnational levels • One year protracted delay in the implementation due to the delays of recruitment of consultants • Restructure NCDM management project staff • Special Project Administration Mission was conducted by ADB in October 26-30, 2015 • A no-cost extension for 12 months was approved by ADB to continue the project until December 2017 • A new recruitment of consulting firm is in the process • Field mission by NCDM staff was conducted at subnational level to set up office and project management team for DRM in the project target areas: 6 provinces, 18 districts and 54 communes • National workshop on consultation to disseminate DM law and establishment of national disaster management mechanism—March 29-30, 2016

Status of Grant 9178-CAM project • Project Name: Community-Based Disaster Risk Reduction (CBDRR) • Project Area: Prey Veng, Kampong Cham, Kampong Thom, Siem Reap, BanteayMeanchey and Battambang • Executing Agency: National Committee for Disaster Management Secretariat (NCDMS) • Implementing Agency: National Committee for Sub-National Democratic Development Secretariat (NCDDs), the departments of the NCDM secretariat and PCDMs, DCDMs, and CCDMs from the six priority provinces • Date of project signed: Grant was approved on 3 October 2014 and became effective on 27 October 2014. • Funding source: $2.5 million financed by JFPR, The RGC contributes an estimated $147,000 (5% of total cost) for counterpart staff supplement.

Impact, Outcome and outputs of project • Impact: To reduce the negative impact of floods and other disasters on the most vulnerable communities in Cambodia • Outcome: To Improve disaster management and response capacity at the district and commune level to address natural disasters • 4 Main Outputs: • Institutional and technical capacity of priority districts on DRR and Disaster management improved • Capacity of target communes for DRR, climate change adaptation (CCA) and disaster management enhanced • Community-based DRR and CCA activities implemented (Investment Fund) • Effective project management and dissemination of best practices and innovative approaches.

  11. Output 1: Improved Institutional and Technical Capacity of Priority Districts on Disaster Management and Disaster Risk Reduction (DRR), and Climate Change Adaptation (CCA). • Objective: To develop the institutional and technical capacity of 18 priority districts from the 6 flood-affected provinces on DRR and Disaster management to effectively manage disaster events in their districts and to provide timely support to communes concerning Disaster Management issues. • Activities: • Review of the District Committees for Disaster Management (DCDM) structures, training needs assessment and provision of necessary training and facilities to enable improved performance of disaster management functions • In partnership with the NCDM on the relevant policy frameworks for disaster management at the district level and NCDDS project team, prepare guidelines on integration of disaster preparedness, risk reduction and climate change adaptation into the local planning process at the district level and train district staff including women on these guidelines; and • Organize DRR awareness raising events and DRR gender inclusive multi-stakeholder workshops (two workshop will be provided)

Output 2: Enhanced Capacity of Priority Communes on Disaster Management and Disaster Risk Reduction and Climate Change Adaptation. • Objective: To improve capacity for disaster management at the commune level through the provision of technical and operational support to the members of the Commune Council, especially the Commune Committee for Disaster Management (CCDM). • Activities: • Form and train CCDMs on DRR and climate change adaptation • Identify commune risk reduction and climate adaptation priorities • Prepare and/or revise communes DRR /CCA plans in target communes • Coordinate with DRR/DRM teams, village chiefs and NGOs

Output 3: Community-Based Disaster Risk Reduction and Climate Change Adaptation Actions Implemented (To be implemented by NCDDS) • Objective: To develop models that enable district administrations/councils and commune councils to perform disaster management and coordination functions and investments within the decentralized system. Managing and implementing community based DRR and CCA infrastructure projects not only to benefit the targeted community members but also for demonstration purposes to other districts and communes. • Highlighted Activities: • Establish DRR funds at the selected communes and prepared necessary guidelines for the use of these funds and provide required trainings • Identify priority DRR activities for DIP and CI • Conduct Participatory Village Hazard and Vulnerability Capacity Assessments (HVCA) including climate change vulnerabilities • Develop local educational curriculum on DRR and climate change

Output 4: Effective Project Management and dissemination of best practices and innovative approaches • Objective: To ensure that the project is completed within the budget in a timely manner, and that best practices and innovative approaches are documented for replication to other districts and communes in Cambodia • Highlighted Activities: • Support the effective management and implementation of grant activities • Establish and support the project performance monitoring system • Update NCDMS websites and create links with project website and other DRR websites • Conduct baseline survey and end-line survey of DRR and climate adaptation related knowledge, practices and existing capabilities
