THEN: Prior to the 2013/2014 decommissioning and recommissioning there were approximately 110 Alcohol and Drug services across Victoria.
NOW: • 1-4 catchments in each Department of Health Region. • Metro 9 catchments • Rural 7 catchments. • Minimum of two AOD providers in each catchment • One Intake and Assessment provider in each catchment. • Approx 30 services now operate (as consortiums)
HOW DOES IT WORK? • Stage one reform commenced September 12014 - this involved non residential adult AOD services. • Stage two still to be advised. This will involve residential services and youth. • Treatment types (stage 1) • Intake and Assessment • Counselling • Care and Recovery • Non Residential Withdrawal • Catchment Based Planning
HOW DOES IT WORK CONT….. • Two of the service types have a lense over the whole catchment- Intake and Assessment and Planning • The preferred entry point for clients is the nominated Intake and Assessment service. • The service will work closely with Direct Line and other treatment providers • The service is offered for clients 16 plus. (clients up to 25 may prefer a youth specific service)
SCREENING ASSESSMENT AND INITIAL TREATMENT PLANNING • The Screening tool identifies severity and complexity (5 tiers of alcohol and drug severity) • Risk • Standard clients and complex clients • Initial treatment plan
THE DEPARTMENT ENDORSED AOD SCREENING TOOL TierDescription 1 & 2 – Low to Moderate no substance dependence 3 Risk/Harm substance dependence and no complexity 4 Chronic Harm substance dependence and 1 complexity factor 5 Complex/High Severity substance dependence and 2 or more complexity factors
