Statistics Norway Development CooperationMain tasks: • Strengthen the role of evidence based policy in, and about developing countries through: • Assisting in the development of Statistical Systems and Planning capacity in: • Countries in the South • Transitional countries • Providing input for Norwegian Development Policy • Ministry of Foreign Affairs/ Norad

Why statistics? • Economic growth and efficient resource allocation • Policy for poverty reduction • Good governance through evidence based policy making • Democracy building through factual basis for an open public debate • Standardised information for international comparability (UN) and action (climate)

  4. Strengths of institutional cooperation • Cooperation is based upon understanding of context in the partner country • We identify more easily with peers and colleagues • We have a broad specter of competence • Individual advisers supported by solid institutional base • Large flexibility and easy availability for support, not depending on individuals

Tools for institutional cooperation • Clear Project Structure • Detailed Project Plan • 3-4 year contract • 10 year perspective • Terms of references for LTAs and STAs • Designated ”Counterpart” in partner institution with specified responsibilities • Personal meetings • Annual Meetings, LTA, study visits, STA, seminars, workshops • Project coordination team with sufficient authority

Infrastructure for statistics • Many donors only fund one-time, large surveys (population census, agriculture census, etc.) • Statistics Norway participates and supports these efforts as a partner – pre-testing, sampling frames… • Norwegian Ministry of Foreign Affaires – also funds projects to establish needed statistical infrastructure • Business registers • Data collection and processing systems • Data conversion • Metadata

  7. Future • Partner withthe Norwegian Oil for Development Program – Boliva, South Sudan • Continuingprojects in Kazakhstan, Kyrgyzstan, Moldova • Working to start newprojects (applyJanuary 2014): • Tajikistan • Armenia
