Smarter Balanced Field TestBy the Numbers • Statewide, as of May 12: • 3.4 million students had started more than 8 million field tests • Highest concurrent use to date was 185,000+ students • An online survey was distributed to 300 LEAs testing in the first window • Two-thirds were satisfied with training & resources • Two-thirds were satisfied with field test systems Data and Assessment Network

Smarter Balanced Field Test • What’s gone well • No significant technology issues • Tools, resources, trainings, and communication were generally well-received • Best practices were identified including • Order devices and ancillary equipment early • Use practice and training tests early and often • Be flexible with test schedules Data and Assessment Network

Smarter Balanced Field Test • Needs and Issues • Districts need more staff training on use of testing systems • LEAs and schools need earlier access to manuals, trainings, and the testing systems • Need fewer, simpler manuals and resources, and easier process to reset passwords • Wait times for calls to CalTAC were very long during the first two testing windows Data and Assessment Network

Smarter Balanced Achievement Level Setting • Four-stage process, September to November • Online panel open to public (registration open until September 19) at: http://smarterbalanced.measinc.com/EventCode/100614) • In-person panel: Set of about 500 educators, working in grade span groups (seeking nominations) • Vertical articulation committee: About 60 participants selected from in-person panel • Recommendations presented to governing states Data and Assessment Network

Smarter Balanced Practice Tests • Updated versions to be released May 19 • New questions and performance tasks that better mirror the range of items on the operational assessment • Will include additional embedded universal tools, designated supports, and accommodations Data and Assessment Network

Smarter Balanced Interim Assessments • Comprehensive Interim Assessment (CIA) • Available late Fall 2014 as fixed form with computer adaptive version to be added later • Includes both non-performance task items and performance tasks • Scored and reported using same scales and achievement levels as summative test • Interim Assessment Blocks (IAB) • To be released late 2014 or early 2015 • Topical groupings of items • “Stoplight” reporting of student performance Data and Assessment Network

CAASPP Regulations • Revised version presented to SBE May 8 • Separated out a section on designated supports for English learners • Established testing windows • 66% of instructional year for 3-8 (last 12 weeks) • 80% of instructional year for 11 (last 7 weeks) • CDE can ask districts to “fully utilize window” as well as limit interim assessments during operational window Data and Assessment Network

Alternate Assessment • National Center and State Collaborative (NCSC) Phase 1 pilot • April 14-May 23 • About 150 CA districts with 350+ schools and 6000+ students • About 30 items assessing 10 grade-specific core standards, in an adaptive test design • Test administrator training included 8 online modules Data and Assessment Network

NAEP 2014-15 • Assessment window January 26 – March 6 • Operational assessments • Reading, Math, Science at 4, 8, 12 • 600 California schools, 60 students per school • Pilot assessments • Technology-based assessment start-ups in Reading, Math, Science at grades 4, 8, 12 • 500 California schools, 25 students per school • NAEP brings in all technology Data and Assessment Network

Accountability 2014-15: Title III • Elementary, middle, unified districts / LEAs / consortia: • New AMAO 1 & 2 calculations based on 2013-14 CELDT • Carry forward AMAO 3 from 2013 • High school districts / LEAs / consortia • New calculations for AMAO 1 & 2 (2013-14 CELDT) and AMAO 3 (2014 CAHSEE & CAPA) Data and Assessment Network
