  • Map prevalence of cross-border delivery of higher education services (CBHE) within the 27 Member States of the European Union (both EU and non-EU based institutions)

  • Map and analyze regulatory frameworks regarding CBHE for 27 Member States

  • Discuss and analyze the perceived risks and benefits of CBHE provision as well as issues of quality

  • CBHE in Europe in its infancy; providers are scattered; Southern MS main receivers; Anglophone, public universities major exporters.

  • Regulatory frameworks highly heterogeneous, but only weakly related to the incidence of CBHE activity; less regulation governing exporting CBHE activities.

  • Assumption: Quality and quantity of provision in receiving country seem key factor, which makes CBHE attractive for both exporters and recipients alike.

  • General lack of information on quality assurance.
