  3. ADMINISTRATIVE SET UP VFJ is one among 41 Ordnance Factories functioning under the technical & administrative control of Ordnance Factory Board (OFB), Department of Defence Production, Ministry Of Defence. 3

  4. VFJ IS THE SECOND LARGEST ORDNANCE FACTORY IN TERMS OF TURN-OVER (Rs. 1600 Cr.). Production of Shaktiman 3T (TOT from MAN Germany) , Nissan 1T & Jonga (ToT with NISMO Japan) by GCF during 1959 was taken up at VFJ after Chinese aggression in 1962 to meet the large deficiency of military transport vehicles. Total of 1,69,560 Nos of Shaktiman, Nissan & Jonga have been supplied to Army. VFJ switched over to new generation vehicles, since 1998: Stallion MK III ( 5/7.5 T- KPL : 5.0) LPTA 713 ( 2.5 T- KPL : 6.5) under TOT Agreements from AL and TML respectively from 1998. VFJ is now making BS-III version of these vehicles from Oct’ 10 . Genesis of B-vehicle production in OFs Since 2008-09, VFJ has taken up production of Mine Protected Vehicles & Bullet Proof Vehicles for Army and MHA.

Production Facilities • VFJ has four modern Manufacturing Plants and a Test Track to produce Stallion & LPTA vehicles. • Plant – I :Fabrication of Stallion & LPTA Items and Assembly of Stallion. • Plant –II : Manufacture and Assy. of Transmission Aggregates. • Plant-III :Semi-automatic LPTA Assembly, including 2KL Water Bowser. • Plant- IV :Vehicle Testing, Final Preparation & Issue. • Test Track : Practical running of vehicle under different terrain. • The above plants have Modern Production Machines. • Our Quality Control Department is equipped with sophisticated Quality Control Equipments. • Modernization of these facilities is being done in a phased manner. 17

REGISTRATION OF FIRMS WITH VFJ GENERAL: • VFJ IS REGULARLY IDENTIFYING SUITABLE SOURCES OF SUPPLY AND TO PERIODICALLY UPDATE THE VENDOR LIST AS GUIDED BY “DEFENCE PROCUREMENT MANUAL” (DPM). • THE DETAILED PROCEDURES FOR REGISTRATION OF FIRMS ARE FOLLOWED AS MENTIONED IN THE DPM ISSUED BY M OF D & SOP (STANDING OPERATING PROCEDURE) ISSUED BY OFB. • IT IS ESSENTIAL THAT THE CREDENTIALS OF THE FIRMS APPLYING FOR REGISTRATION WITH VFJ, INCLUDING THEIR FINANCIAL STATUS, THE MANUFACTURING & QUALITY CONTROL FACILITIES, THE BUSINESS ETHICS AND THEIR MARKET STANDING ARE THOROUGHLY SCRUTINISED BEFORE REGISTERING THEM AS AN APPROVED SOURCE OF SUPPLY FOR A PARTICULAR ITEM.

CAPACITY VERIFICATION AIM • VFJ IS GOING FOR OTE (OPEN TENDER ENQUIRY) FOR A PARTICULAR ITEM. • IF AN UNREGISTEREED FIRM CLAIMING COMPLIANCE OF TECHNICAL SPECIFICATION MEETS THE TECHNICAL SPECIFICATION REQUIREMENTS & LAID DOWN TECHNICAL PARAMETERS, BEFORE OPENING THE COMMERCIAL BID OF SUCH FIRM, THE CAPACITY VERIFICATION BY VFJ OFFICERS WOULD BE MANDATORY.

  46. PROCEDURE FOR CV 1. ON RECEIPT OF “VENDOR REGISTRATION FORM” (AVAILABLE ON OFB WEB SITE – www.ofb.nic.in), VENDOR SHOULD FILL UP ALL THE PARAMETERS. THE SAME WILL BE ASSESSED BY A INITIAL ASSESSMENT TEAM CONSTITUTED BY GM/VFJ. 2. ON OBTAINING MINIMUM MARKS (I.E. 80 OUT OF MAX 180) THE VENDOR QUALIFY FOR CAPACITY VERIFICATION. THE FIRM WILL BE PHYSICALLY VERIFIED BY A TEAM OF VFJ FOR QUALITY SURVEY AT THEIR LOCATION. 3 VENDOR QUALITY SURVEY HAS BEEN DIVIDED IN TWO PARTS AS FOLLOWS : PART I-QUALITY SYSTEM OF VENDOR – TOTAL MARKS-100 PART II - PRODUCT SPECIFIC TECHNICAL CAPABILITY OF VENDOR – TOTAL MARKS-200

  47. PROCEDURE FOR CV It is mandatory that vendor has to score minimum 50% marks in both Part-I and Part- II separately to get qualified and deemed fit for registration, provided the vendor meet all other requirements as per the guidelines in this SOP.

  48. PROCEDURE FOR CV • GRADING OF FIRMS WILL BE DONE AS MENTIONED BELOW BASED ON CAPACITY ASSESSMENT/QUALITY SURVEY REPORT SUVBMITTED BY CV TEAM. TOTAL MARKS – 300 (PART I + II) IF FIRM > 225 MARKS - GRADE-I 180 TO 224 - GRADE II 150 TO 179 - GRADE III < 150 - FIRMS NOT CONSIDERED FOR REGISTRATION

  49. Registration Certificate AFTER QUALIFYING IN CAPACITY ASSESSMENT/QUALITY SURVEY “REGISTRATION CERTIFICATE” FOR THE PARTICULAR ITEM(S) WILL BE ISSUED BY VFJ MENTIONING THE GRADE & REGISTRATION NUMBER (VALID FOR THREE YEARS). NOTE AS PER THE DIRECTIVE OF OFB KOLKATA, FIRMS VENDORS “REGISTER FOR A PARTICULAR ITEM BY ANY ORDNANCE FACTORY NEED NOT APPLY FOR REGISTRATION TO OTHER ORD. FY. FOR REGISTRATION OF SAME ITEM.
