1. KEEPING THE TALENT CAPACITY YOU NEED STUDY FINDINGS By Dr. George Dooley and Bob Alverts

2. CURRENT EMPLOYEES Employees generally like their jobs and the benefits of a federal job Science and engineering professionals need to stay current – some agencies do excellent job with continuing education and professional development Employees are not impressed with leadership in senior management There is a strong perception that excellent performance is not recognized, and that no action is taken against poor performers Agencies are “stealing” talented, well trained employees from one another

3. CURRENT EMPLOYEES (cont) In some agencies attention is being paid to employee morale A happy workforce usually translates into high retention, better recruitment and improved performance A high performing workforce is more likely to be committed to agency mission To retain employees agencies must also recognize family needs The main factor in employee satisfaction comes down to whether employees like their boss

4. CURRENT EMPLOYEES (cont) Developing a positive work environment can do a lot. These include: Creating a culture where employees understand mission and their role in accomplishing it Making agency leaders and top managers accessible to employees so they do not feel ignored or unimportant Balancing work schedules with family and personal needs

5. RECRUITING NEW EMPLOYEES Agencies that will fare best in attracting employees are those that provide a total competitive package and emphasize family friendly practices Some agencies are actively recruiting new employees One agency that we will hear from next (NNSA) has set a goal to be “an employer of choice”

6. RECRUITING NEW EMPLOYEES A survey of 2005 college graduates indicates they are largely thinking about jobs that will deliver them money and prestige Most grads do not believe federal jobs provide either Although public service is seen as noble, it does not translate into more interest in working for the federal government New graduates also believe there is too much bureaucracy in the federal government The proportion of graduates who say working for the feds would make their parents proud continues to decline as their grade points increase A grade students are less interested in a federal career than B or C grade students [Sources: Federal Times: May 23, June 27, July 11, August 8, August 15, August 22, 2005]
