Emergency Preparedness Plans • County Emergency Operations Plan (EOP) • Standard Operating Procedures (SOP) • Emergency Planning Community Right-to-Know (EPCRA) • Evacuation Plans • Exercise After-Action Improvement Plans • Family Disaster Plans • Continuity of Operations/Continuity of Government Plans (COOP/COG)

COOP/COG – Executive • FY 2002 Supplemental Grant to Counties for development of COOP/COG Plans • Period of performance: Dec. 2002 to Dec. 2003 • Grants ranged from $12,453 to $104,798 • Plans Included: • Essesntial Functions • Lines of Succession • Alternate Facilities • Interoperable Communications • Vital Records/Databases

COOP/COG – Legislative • County Board • Alternative Facilities are readily available • Library • UW-Extension • Village/Town Halls • Open Meetings Laws (Alternative Methods for notification) • County Website • Notifications posted on bulletin boards • Hand delivery of notice to newspaper • Officers deliver notices to Board members

  6. Four Phases of Emergency Management • Preparedness • Planning, Training, Exercising • Response • “when the rubber meets road” • Recovery • Rebuilding the community • Mitigation • “lessening the impact”

Private Sector/NGO Involvement • Preparedness • Planning • Local Emergency Planning Committee • Public Safety Agencies, Anamax, GP, OMONVA, SuperValu, etc. • Brown County Citizen Corps • Public Safety, Elected Officials, Midwest Communications, • Michigan State – Critical Incident Protocol • Schneider, Human, WPS, Hospitals, Utilities • Exercising • Local Emergency Planning Committee - OMNOVA and Georgia Pacific Tabletop Exercises • Resch Center Full-Scale Exercise • Port Full-Scale Exercise • USCG MARSEC Levels tested with Port industry

  8. Private Sector/NGO Involvement • Mitigation • Pre-Disaster Mitigation Planning Committee • Hospitals, Public Safety, Towns, Villages, Utilities

Maintaining Order in Disasters • Emergency Operations Centers • Mutual Aid Agreements (EPS and MABAS) • Disaster Declaration Process • Defined In Code of Ordinances • Curfews/Evacuation/Shelter-in-Place Orders • Public Information Systems • Short Term/Long Term Recovery through Coordinating Systems

Areas of Improvement • Interoperable Communications Planning • Defined agreements with vendors – accounting for “just in time” inventory • Regional Collaboration • Family and Business Preparedness – Need for Outreach and Education • Organizing Volunteers (pre and post disaster) • Caring for the special needs populations • More trained volunteers needed (Medical Reserve Corps) • Resources need to be identified • Long term staffing plans for prolonged events (i.e. pandemic)
