What is it? • It is a module of VU (one-stop) that allows the reception, in an anticipated manner, of the information of the documents that proof the value of the goods, as well as, the information of the border crossing documents in case of remittances or consolidated shipments. • What is the purpose? • To formalize in an (XML) file those documents used for border crossing (proform invoices, packing lists, etc.), as well as the documents that are your proof of purchase (fiscal invoices, import invoices, remission notes, value statements, etc) and eliminate the physical presentation of these in the Mexican customs port. • What are the benefits? • Savings in costs, (paper, warehousing, time, expenses, etc.) Decreasing the risk of forgery. A better determination of the operations to be reviewed.

  3. Procedure ofthe (COVE) ELECTRONIC PROOF OF VALUE

  4. 1. The importers, exporters and brokers sign in to the web page for the VU with their FIEL and select the option Electronic proof of value (Comprobante de Valor Electrónico). • 2. It will display a page for you to introduce the data of the documents that you wish to execute. • 3. When you complete the capture of COVE, you will sign the documents with the FIEL and the VU (one-stop) will deliver a receipt with the e-document that will backup your information just as in digitalization. • NOTE: The COVE can also be delivered by a web service, the technical specs as structure and type of connection will be based on the standards and are described in the annex RecibirCOVE.xsd and RecibirCove.WSDL • We do not omit commenting that in order to send these files via web, some development will be necessary by the interested parties that will allow the communication with the VU.

The e-document must be declared in the pedimento and for those who use remittances or consolidate in field 4 of the bar code • NOTE: The pedimento registration will be modified on the field “hoy se declara la factura” with the purpose of including the e-document generated by the electronic proof of value and will eliminate the register for where you declare the (ship to goods). • 5. Validate, pay and present the pedimento before Customs. • 6. Customs will electronically verify the information for COVE.
