  2. Action Item • COPC Action Item 2010-1.5: The CSAB will ensure regular reporting on both NOAA and AFWA plans for NPP back-up. NESDIS will provide the NPOESS Data Exploitation (NDE) CONOPS, including the NDE definitions of operationalizing data to the other OPC’s.

  3. Two kinds NPP/JPSS backup • IDPS created xDRs • 38 IORD raw, temperature, sensor, and environmental atmospheric, climate, land, ocean data records • xDRs feed NDE created unique products • NPP created NDE products • Unique tailored Central products

  4. COPC Discussion points • Will NESDIS have a similar function for NPP/JPSS/NDE backup just like the current CIP initiatives? • Does COPC want to backup JPSS/DWSS ground processing system IDPS with the high availability A sub 0 program requirements?

NDE CONOPS • NESDIS has provided the Environmental Satellite Processing Center (ESPC) National Polar-Orbiting Environmental Satellite System (NPOESS) Data Exploitation (NDE) Concept of Operations (Version 4 – July 2010). • Link to the document: http://www.ofcm.gov/copc/meetings/2010-02/19-NDE_Concept_of_Operations-v4.pdf

AFWA’s Response to IDPS xDR delivery • AFWA currently has no plans to backup IDPS NPP data processing • The NPOESS program was to deliver near 100% IDPS product availability, rendering backup unnecessary. • We do not yet know the level of IDPS product availability that the JPSS program will deliver, but if it is deemed insufficient to meet mission requirements by AFWA or Navy users dependent upon AFWA for NPP data, backup options will need to be developed and costed for COPC consideration.

  7. XDRs Backup – What is needed? • A central created process to subscribe • Delivery or pickup service • Bandwidth capability • Information Assured architectures

  8. NDE Product Backup – What is needed? • Like xDR (same channels) subscription for the NDE product your backing up • Common CM versioned hardware • Common CM versioned software • Common CM versioned compilers, libraries, etc. • Central process for data distribution/subscription

Possible NDE Mission Specific Unique EDR CONOPS solutions • Each central has an area of expertise to backup their core product processing (Similar to Shared Processing Program Center of Expertise Concept - COE) • NESDIS COE for atmospheric temperature/moisture soundings • AFWA COE for clouds/snow • FNMOC COE for microwave imagery/aerosol • NAVO COE for altimetry/SSTs

  10. Possible NDE Mission Specific Unique EDR CONOPS solutions • Each central has a mission specific COE to backup • AFWA backs up NESDIS unique cloud EDRs • NESDIS backup up AFWA cloud unique EDRs • FNMOC backs up NESDIS NWP atmospheric radiance assimilation EDRs for NCEP • NAVO backups NESDIS Ocean unique EDRs for FNMOC

  11. Recommendation • COPC could consider closing this action and opening a new action specific to XDR backup and or NDE backup of products.
