  1. Empowered lives. Resilient nations. Khan Younis Waste Water Treatment Plant

  2. Gaza Strip Khan Younis Governorate Empowered lives. Resilient nations.

  3. Brief Background Empowered lives. Resilient nations. 30,000 cesspits exist, Evacuated weekly or monthly costing ≈ 50-100USD/month 90% of water wells in KY don’t meet WHO quality standards. KY City is the second largest city in the Gaza Strip, Total Population 195,000 capita. KY Governorate consists of 7 Municipalities; Total Population 295, 000 capita.

  4. Brief Background Empowered lives. Resilient nations. Currently around 60% of population is sewer connected. Nitrate levels in water wells: 220 mg/L in average. 458 mg/L in few wells. 50 mg/L as WHO Std. Raw sewage collected in temporary lagoons. In 2004 UNDP &PWA provided design for a WW collection system in KY as part of USD 7.8 M storm water project.

  8. Dire Sewerage Status Empowered lives. Resilient nations. Khan Younis Summer Beach Sea Outfall Around 12,000 m3/day of Partially treated sewage discharged to the Mediterranean Sea. 8 / KY WWTP

  9. The prevalence of water born diseases such as, diarrheas, dysenteries, salmoellosis, hepatitis A, typhoid, guardian and amoeba histolytica in Khan Younis city is considered to be one of the highest among the Gaza Strip. Impacts on Population Health Empowered lives. Resilient nations. • Prevalence of Methemoglobinemia Blue Babies; In a Al- Mawasi area, water analysis of agricultural water wells showed high and serious biological contamination. Some samples showed that the Fecal coli-form and Total coli-form are too numerous to count; 4,800 cases of water born diseases were admitted in UNRWA clinics in 2009. 9 / KY WWTP

  11. Therefore KY WWTP Project is considered: A Strategic Environmental and Infrastructural Project & a Vital Need for Khan Younis Residents Empowered lives. Resilient nations.

  12. Project Objectives Empowered lives. Resilient nations. • Protect public health and improve the environmental conditions of Khan Younis residents; • Control pollution of the coastal aquifer and protect the limited water resources; • Provide new water source of treated waste water by recharging 9.7 MCM/year into aquifer. Irrigation scheme will be developed with PWA and MoA; • Improve socio-economic conditions and promote dignified livelihoods of Khan Younis residents.

  13. Counterparts Empowered lives. Resilient nations. Palestinian Water Authority(PWA) Coastal Municipalities Water Utility(CMWU) Khan Younis Municipality (KYM)

  14. Strategy of the Khan Younis Treatment Plant Empowered lives. Resilient nations. • The strategic plan is to design and construct an Extendable WWTP with effluent capacity for the year 2025; • It will be constructed in two phases; • First phase will hold influent for the year 2018; with total flow of 26,600 m3/d. • Second phase will hold influent for the year 2025; with total flow of 44,900 m3/d.

  15. Beneficiaries Empowered lives. Resilient nations. 2018 • 217,000 direct beneficiaries, Phase I 2025 • 376,000 direct beneficiaries, Phase II

  16. KY WWTP Project Main Components Empowered lives. Resilient nations. • Detailed design of an extendable KY WWTP; (Completed) • Construction of KY WWTP, Phase I; • Construction of Effluent and Emergency Pressure Pipeline from KY WWP eastern site to the infiltration basins and to the sea of 18.6 km length. • Construction of the Infiltration Basins. • Conducting Construction Supervision. • One Year Operation after Commissioning.

  19. Additional Fund Required Empowered lives. Resilient nations. • Based on the Detailed Design Report; USD 59.07M are needed to construct, manage and effectively operate KY WWTP, Phase I. • Total additional fund required to implement and construct a functional KY WWTP, Phase I, is amounting USD 44.24 M. • Cost Breakdown of KY WWTP components is available in the following table;

  22. Project Progress (Funded by GoJ) Empowered lives. Resilient nations. • Main inlet gravity and pressure pipeline implemented in 2006; • Detailed Design completed in Dec. 2010, and approved by PWA and CMWU; • EIA was conducted and approved by EQA; • Tender Documents delivered and ready to launch the Construction stage.

  23. Implementation Plan Empowered lives. Resilient nations. • The project will be implemented by UNDP/PAPP in close cooperation with PWA, CMWU and KY M; • Construction phase is planned to be completed within three years ending in first quarter 2016, providedstarting November 2012; • Construction supervision will be performed by a JV of international & local consultant; • One year operation after Commissioning will be carried out to transfer Knowledge and proper codes of Practice, Project will be handed over to CMWU in first Quarter 2017.

  25. Implementation Needs Press for detail Press for detail Press for detail Empowered lives. Resilient nations. • Close coordination between all parties. • Project management team. • Construction supervision team. • Israeli Approval for the implementation of KY WWTP. • Access of construction materials. • Security coordination to access KY WWTP eastern site. • Land availability for the infiltration basins. • Provision of electrical energy to operate the plant.

  26. Object of some Al Fukhari Residents to construct the infiltration basins Difficulties in access of required construction materials Coordination with the Israeli authorities. Contingency plan to access materials to be developed. Enhance community participation, Coordinate with counterparts for advance public awareness . • Risks PWA, CMWU and Khan Younis Municipality are not able to acquire the land for infiltration. Shortage of available fund to cover construction works Coordination with counterparts and concerned authorities to accelerate land acquisition . Coordination with donors and counterparts.

  27. Restriction on mobility of international & local staff due to security situation. Fuel shortage and regular electricity cut. Alternative fuel and electrical source to be provided by contractor and counterparts. Coordination with UNDSS, Provide security update on daily basis for all staff. • Risks GEDCO is not able to provide the required electrical power. Israeli Military Operation UNDP will invite counterparts to joint cooperation meetings to agree upon a work plan and timeframe. Coordination with the Israeli concerned authorities.
