  7. International JODI Conference The JODI partner organisations and the IEF regularly conduct international JODI Conferences, which provide a platform for participating countries and data users to assess and debate the progress of the Initiative.

  8. Capacity building effortsJODI Training Programme • Help participating countries to report better quality data through the JODI Oil questionnaire. • Offer participants in charge of oil statistics from governments an occasion to clarify Jodi definitions and to learn more about data quality assessment techniques. • Offer also a good opportunity to share their best practices on data validation or to discuss issues on data collection. • JODI Training Workshops • Level: Region. Number of participants: 20-30 In-house Training Workshops Level: Country. Number of participants: 10-20 JODI Internships Level: Country. Number of participants: 2-4

  13. Extension to monthly natural gas data collection

  14. Witnessed Changes in Regional Gas Markets and Globalisation … • Asia-Pacific • - Major new importers of LNG together with long established markets • - Suppliers to the region are global: both the Pacific Rim and the Middle East • Europe • - The European Union’s single market process • - Increasing LNG import: from both Atlantic Basin and Middle East • Eurasia • - Key economic activity • - Russian direct entry to LNG market • Latin America • - Entering to the global gas market • The Middle East • - Traditionally large scale supplier of LNG to both Atlantic and Pacific markets • - Becoming a major gas consuming region • North America • - Impact of world gas market developments on their local markets • - International business opportunities • Africa • - Countries in North and West Africa are major consumers as well as exporters

  15. … Energy companies, their customers, and governments have an interest in improved gas information In recent years, the price of gas in international markets has been extremely volatile. In principle the markets adapt to volatility, but practical difficulties are caused at a number of levels : Customer bills. Consumers of gas — in industry and households — face mixed signals when prices are volatile. Many face economic hardship when prices are very high, but equally there are concerns that periods of low prices reduce incentives to invest in carbon-reducing energy efficiency. Volatility can cause political difficulties in consumer countries as well. Budget planning Producer countries for whom resource rents, including rents from natural gas extraction, are an important contributor to national budgets, find that volatile prices create major complications in planning stable budget expenditures.

  16. From a concept to an action 10th International Energy Forum, Doha, April 2006 Ministers reaffirmed their commitment to providing timely and accurate data to JODI and envisaged co-operation in expanding, in due course, the initiative to include data of other sources of energy that are important in the world energy mix. 11th International Energy Forum, Rome, April 2008 Given the trend towards globalization in the gas market, it is time to progressively extend JODI to natural gas.Ministers encouraged the IEF Secretariat to take the initiative to make this happen, working together with other relevant international organizations and to report to the next Ministerial meeting, progress made in this regard. the First IEF-IGU Ministerial Forum, November 2008 Ministers and industry leaders “discussed the relevant issue whether a mechanism of gas data reporting similar to JODI would enhance gas market transparency and encouraged the IEF Secretariat to assess with other relevant international organisations possible extension of JODI to cover natural gas data”. IEF Study on feasibility of the proposed extension of JODI to include natural gas

  17. Findings from the study The report’s principal conclusion is that such an initiative is today feasible, without excessive burden being placed on the reporting organisations. • Why it’s feasible? • 77 countries out of 98 countries participating oil JODI are consumers and/or producers of natural gas. • Three organisations (APEC, Eurostat, IEA) already have monthly gas data reporting architecture although there are differences in degree of data coverage and of their timeliness. • OLADE is working toward to establish monthly gas data collection system • OPEC and UNSD show their support for the Initiative within their availability and capacity

  18. Findings from the study The report’s principal conclusion is that such an initiative is today feasible, without excessive burden being placed on the reporting organisations. • Why it’s challenging? • Measurement and reporting difficulties • Confidentiality issues • Exports and re-exports • Educational challenges

  19. What sort of information is needed? - Reserves data have little market impact, - Price data is of value to players in the market only where available in the very short term, - But there is clearly room for complementary near-real-time data on supply and demand, and on levels of gas held in storage, - Import and export data will enable a complete picture to be built on the global flows and availabilities of natural gas, Market transparency will be improved by production, consumption, trade and stocks data.

  20. Questionnaire format

  21. Gas data transparency conference Moscow ,26 October - summary • Some 40 participants from the gas industry, administrations, international organisations, and consultancy firms as well as gas experts. • Discussion • Globalization of gas markets • Progressive liberalization and its impact on the availability of gas data • Review on gas data collection at local, regional level • Identification of the conditions necessary for establishing a monthly gas data mechanism exercise at the global level • Key findings • The experience of implementation of JODI Oil • Establishment of a training programme and publication of a ‘JODI Gas manual’ • Need for further participation of key producing/consuming and transiting countries.

  22. Participation in gas data collection exerciseTotal 47 Countries and economies **Countries in red are also OECD member countries

  23. Progress on gas data transparency • Participation of GECF in the gas data transparency effort • UNSD’s important role to cover data collection from key natural gas markets • 2nd gas data transparency conference Doha Qatar, May 2012

  24. Conclusion

  25. JODI’s main achievements • Helped raising political awareness on the importance of oil data transparency • Helped establishing a free sound oil data collection system at the global level • Improved attitude toward data confidentiality • Created a momentum for more harmonization and cooperation • Strengthened dialogue among different JODI stakeholders Energy Ministers Administrations International Organisitions Industry and data providers Market analysts and data users Media
