Plan for Intervention for Schools in Need of Improvement: • Districts officially notified of the assignment of the School Quality Review (SQR) in Fall 2010. • For Basic School Quality Reviews, SQR Teams are led by the District. • For Focused and Comprehensive School Quality Reviews: SQR Teams are led by State Education Department staff, School Improvement Liaisons. • School Quality Review Teams will conduct resource, planning and program reviews, and examine quality of curriculum, instructional plans, teaching, learning opportunities, student support services, organization and operation of schools during the on-site review. • School Quality Reviews will assist in the developing and implementing of Comprehensive Educational (school improvement) Plans (CEPs). • Reasonable and necessary costs of SQR team are a district expense, per Differentiated Accountability.

  3. 2010-2011 Differentiated Accountability School Quality Review (SQR) Basic Review Model Flow Chart Improvement (year 1) Schools For schools that fail to make AYP for one accountability performance criterion, but not the all students group or fail to make AYP for one of the accountability indicators, but met the accountability performance criterion. INITIATING IMPLEMENTATION Quality Indicators (QI) and QI Supporting Documentation documents distributed to Improvement (year 1) schools. COMPLETION OF DOCUMENTATION Schools complete Quality Indicators(QI) document using any relevant data or educational plans. REVIEW OF DOCUMENTATION District SQR Teams review completed Quality Indicators document, in conjunction with Educational Plans and relevant school background information and data, to confirm the school’s self-assessment. BASIC MODEL PAPER REVIEW REPORT A SQR report will be generated and distributed by the district/school. Districts/Schools submit written and electronic copies to SED District Representatives in Rest of State (ROS) and to School Improvement at SED. SUBMISSION OF GRANT APPLICATION AND IMPLEMENTATION OF RECOMMENDATIONS The school will submit a grant application for funds to help plan for and implement the recommendations in the SQR report. Schools will complete a CEP that reflects report recommendations and implement goals accordingly.

  4. 2010-2011 Differentiated Accountability School Quality Review (SQR) Focused Review Model Flow Chart Improvement (year 1) Schools For schools that fail to make AYP for more than one accountability performance criterion, but not the all students group or fail to make AYP for more than one accountability student group within an accountability performance criterion, but not the all students group. INITIATING IMPLEMENTATION Quality Indicators and Supporting Documentation documents distributed to Improvement (year 1) schools. SUBMISSION OF DOCUMENTATION Schools send completed Quality Indicators(QI) document, Educational Plans,and any other relevant data to SED, School Improvement liaisons. REVIEW OF DOCUMENTATION SED and SQR Teams review completed Quality Indicators document, in conjunction with Educational Plans and relevant school background information and data, to confirm the school’s self-assessment. ON-SITE REVIEW The SQR Team conducts an on-site review focusing on the accountability measure(s) and student groups identified. FOCUSED MODEL REVIEW REPORT A SQR report will be generated and distributed to the district/school and posted to the internet. SUBMISSION OF GRANT APPLICATION AND IMPLEMENTATION OF RECOMMENDATIONS The school will submit a grant application for funds to help plan for and implement the recommendations in the SQR report. Schools will complete a CEP to reflect report recommendations and implement goals accordingly.

  5. 2010-2011 Differentiated Accountability School Quality Review (SQR) Comprehensive Review Model Flow Chart Improvement (year 1) Schools For schools that fail to make AYP for the ALL students group on any accountability performance criterion or fail to make AYP for every accountability group, except the all students group, within an accountability criterion for which there are at least two accountability groups other than the all student group; or fail to make AYP for an accountability performance criterion and for an indicator. INITIATING IMPLEMENTATION Quality Indicators and Supporting Documentation documents distributed to Improvement (year 1) schools. SUBMISSION OF DOCUMENTATION Schools send completed Quality Indicators(QI) document, Educational Plans,and any other relevant data to SED State, RSS liaisons. REVIEW OF DOCUMENTATION SED and SQR Teams review completed Quality Indicators document, in conjunction with Educational Plans and relevant school background information and data, to confirm the school’s self-assessment. ON-SITE REVIEW The SQR Team conducts an on-site review focusing on systematic issues of the whole school. COMPREHENSIVE MODEL REVIEW REPORT A SQR report will be generated and distributed to the district/school and posted to the internet. SUBMISSION OF GRANT APPLICATION AND IMPLEMENTATION OF RECOMMENDATIONS The school will submit a grant application for funds to help plan for and implement the recommendations in the SQR report. Schools will complete a CEP to reflect report recommendations and implement goals accordingly.

(School Improvement Liaisons) • SED – Team Convener, Reviewer: Responsible for managing the review. • District Representatives, Team Reviewers • Content Area Specialist/ Sub-group Specialist – Reviewer *See the handout provided for specific responsibilities of each member

Comprehensive Educational Plans (CEPs) • Schools in the Basic category develop two-year improvement plans that address the results of the self-assessment and includes a description of activities and timeline for implementation, targeting the performance of the student group and accountability measure for which the school has been identified. • Schools in the Focused category develop a two-year improvement plan that addresses one or more NCLB improvement plan requirements, in accordance with the written report that is issued after the SQR on-site review. • Schools in the Comprehensive category develop two-year improvement plans that address all NCLB school improvement plan requirements, as informed by the recommendations of the SQR review.
