What is MUE-25 all about? to develop the model of an integrated management system for urban areas in Europe The model: • bases on the best parts of existing environmental management systems (such as EMAS, ISO 14001 & ecoBUDGET) • aims to better serve needs of local governments by basing on existing instruments and structures • broadens the scope from environmental to all 3 sustainability dimensions enabling European Cities to fulfil the Aalborg Commitments • adresses the whole urban area • suggests the introduction of the 5th element to the traditional Plan-Do-Check-Act cycle ie. POLITICAL COMMITMENT (Council Approval of Strategic Programme)

EU SUSTAINABLE DEVELOPMENT POLICY The renewed EU Sustainable Development Strategy, Thematic Strategy on Urban Environment, The new Lisbon Strategy, The Leipzig Charter, The EMAS regulation WHAT & WHY is known… Defined in strategies, programs, policy documents at European & national level TOP DOWN PROCESS NATIONAL SUSTAINABLE DEVELOPMENT POLICY But HOW to implement? Which tool to use at the local level? Baseline Reviewknowing where you are • CHECKLIST • Base on what is already there – integrate existing ! • Mapp legal requirements (minimal requirement) • Involve – make it cross-departmental effort • Cover sustainability aspects (define scope, journey approach) • Address the whole urban area • Involve stakeholders (local businesses, NGOs) • Compare to similar local governments • Determine direct & indirect aspects and determine significance (ECOLUP & land use planning) • Identify & use indicators (BR as a comparison base) • Identyfy gaps with regard to indicators (ie. what data is missing + data sources?) • Planning of communication and interaction with the public (media, public hearings) • Responsibility: Coordination Team Visit www.mue25.net to see BR done by project partners! Target settingdeciding where you are going ”We have the vision of a fossilfuel free Växjö, where our use of energy do not impact the climate” • Objective for Växjö municipality: • -use energy from renewable energy sources • to use energy efficiently • to make a change in transport system to make it fossilfuel free • Targets for Växjö municipal administration • Targets for the geographic area of City of Växjö From the Environmental Programme 2006

Target setting deciding where you are going (2) • Targets (goals) for Växjö municipal administration: • To reduce the emissions of fossil CO2 from the transport and services of the city administration by at least 30 % by 2015 compared to 1999, but to stop totally in the long term • CO2 emissions increased by 2% by 2005. • Targets for the geographic area of the City of Växjö: • To reduce fossil CO2 emissions per inhabitant by at least 50% by 2010 and by at least at least 70% by 2025 compared to 1993. • CO2 emissions where reduced by 24% per inhabitant by 2005 • To increase biking traffic in the City of Växjö by at least 20% by 2015 compared to 2004.The biking traffic was increased by 7 % by 2005 • To increase the use of public transport in the city traffic by at least 20% and in the rural traffic by 12% by 2015 compared to 2002. • In the city it decreased by 11% and in the rural traffic it decreased by 2 % by 2005 From the Environmental Programme 2006

  8. Political CommitmentThe wind in the sales or the boat will sink! In Växjö... The Environmental Programme was debated in the City Council. When agreed upon the long term targets set in the Env Programme, targets are then broken down to short term targets in the annual budget. They are presented along with the financial budget to the City Council. Växjö works with ecoBUDGET (ICLEI)since 2001

Implementation and monitoringFrom objectives, via targets to actions Each specialised committee should contribute to meeting the targets and are asked to submit their ideas for actions in the following year. They are given an estimate of their share of the target and are asked to estimate the contribution of each action planned. Monitoring follows the financial year with a half year reporting. Initiating projects to help achieve the targets! SESAC is a European project, which Växjö participates in. It is aimed at accelerating innovation in renewable energy solutions, advanced energy efficiency and systems for poly-generation linked together with concepts for eco-buildings. Implementation and monitoringFrom objectives, via targets to actions (2) • ACTIONS • Free energy advice for citizens (1997). • Installation of solar panels on Växjö swimming hall (1998). • Financial contribution to citizens installing solar panels, changing from oil to wood or pellets and for changing from unmodern wood-based heating to environmentally approved wood-based heating (1998-2008).Free parking for environmentally-friendly vehicles (2002).Växjö Taxi reduces its mileage by 20% as a result of a new GPS system (2002-2004). • Energy efficient Växjö – a concept for actions of energy efficiency in municipal real estate company (2005-2008). Involvement of relevant stakeholders matters!

Reporting and evaluationchecking the results, communicating and preparing for the next year • Reporting and evaluation follows the financial year. • Harmonizing reporting duties. • A report to the city council on actions taken and the impact on the targets. Were the short term targets met? • A public report to citizens, available on internet. • The evaluation leads to a new budget for the coming year with short term targets approved by the city council presented with the financial budget. And so it goes on and on and on... The world is changing around us and so every 3-5 years a new analysis of the full system (and thus current situation) needs to be done...

Organisational set-up Cross departmental Clearly assigned responsibilities Set-up before Baseline Review • Coordination Team (max 3) • Coordination Board/Committee (10-15, supervision, high-level politicians and managers) • Senior management (Mayor/Chief Executive Officcer) – approve guidelines for he Council - close with Coordination Team • Local political representative body ”Council” • Community platform (Local Agenda 21, Stakeholder forum – support & communication)

  13. Communication & Involvement • Prepare ”Communication Plan” carefully..... (resp of Coordination Team) • Identify & analyse stakeholders • Relevance and targeting (no messages in bottles...) - stakeholders and steps of the integrated management system • Feedback – it’s a two way process/dialogue - participatory processes! • Evaluate outreach effectiveness (evaluation component built in Communication Plan) • Transparency of decision making
