  2. facilitate contact among its Members and learners; provide access to new programs jointly developed by its Members; provide a clearing house allowing learners to more easily mix and match distance education courses offered by its Members; provide a common course catalogue for its Members and learners; facilitate transfers of credits among its Members promote research relating to individualized and collaborative learning and to the use of information communications technologies; increase the profile of the distance offerings of its Members through promotional activities; obtain cost savings for its Members through sharing ideas and resources and through joint purchasing; seek public and private funding; provide an efficient administrative system for advising learners, for admissions, and for course registration; minimize non-tuition costs to students.
